Taxi services at Bengaluru airport hit after cabbies go on strike to protest death of driver who set self ablaze

Bengaluru: Taxi services to the city's Kempegowda International Airport (KIA) was disrupted on Wednesday as they stayed off the road, after an airport cab driver who allegedly set himself ablaze, died last night.

Pratap, 34, from Ramanagara, working with the Karnataka State Tourism Development Corporation's airport taxi service, had allegedly set himself ablaze inside his car near the pick-up area of the airport on Tuesday, depressed over his financial troubles, police sources said, adding that they were trying to ascertain the exact cause.

Aircraft rescue and fire-fighting team had rescued him and he was rushed to hospital but succumbed to injuries at midnight, they said.

According to airport taxi drivers, Pratap took the extreme step due to poor financial condition, poor business and inability to pay EMIs.

They said most taxi drivers including those linked to Ola, Uber, KSDTC and other airport taxi services have stayed off the roads as a mark of protest following his death, as many of them are going through similar financial problems.

KIA in a passenger advisory said taxi services at the airport have been impacted and passengers are requested to use the Bangalore Metropolitan Transport Corporation (BMTC) buses to travel to or from the airport or make their own travel arrangements.

 

BMTC has deployed additional buses on the airport route to help passengers, official sources said.

Alleging that price war in the cab industry and government's apathy has led to Pratap's death, former Chief Minister H D Kumaraswamy in a series of tweets said KSDTC was following taxi fare of Rs 24 per km fixed by the state government.

Taxi aggregators, however, were offering fares of Rs 9 per km to attract passengers, resulting in a business loss for KSDTC drivers, he added.

He urged the state government to intervene and come to the rescue of the taxi drivers.

Farm laws: Supreme Court-appointed committee submits report in sealed cover

New Delhi: The Supreme Court-appointed committee to study the three new controversial agricultural laws has submitted its report to the apex court on 19 March in a sealed cover, one of its members said on Wednesday.

Farmers have been protesting seeking repeal of the three contentious farm laws on the borders of New Delhi for the last five months now.

The Supreme Court had, on January 11, stayed the implementation of the three laws till further orders and appointed a four-member panel to resolve the impasse. The committee was given two months to study the laws and consult all stakeholders.

"We submitted the report on 19 March in a sealed cover. Now, the court will decide the future course of action," one of the members of the committee PK Mishra told PTI.

As per the committee's official website, the panel held total 12 rounds of consultations with various stakeholders, including farmers groups, farmer producers organisations (FPOs) procurement agencies, professionals, academicians, private as well as state agriculture marketing boards.

The panel also held nine internal meetings before finalising the report.

Apart from Mishra, Shetkari Sanghatana President Anil Ghanwat and agri-economist and former Chairman of the Commission for Agricultural Costs and Prices (CACP) Ashok Gulati are other members of the panel.

The fourth member Bhartiya Kisan Union President Bhupinder Singh Mann had, however, recused himself from the committee before the work began.

Ishrat Jahan encounter case: Special CBI court discharges GL Singhal, two other cops

Ahmedabad: A special CBI court in Ahmedabad on Wednesday discharged police officers GL Singhal, Tarun Barot and Anaju Chaudhary in the 2004 Ishrat Jahan alleged fake encounter case.

Special CBI judge V R Raval allowed the discharge applications of Singhal, Barot (now retired) and Chaudhary.

"The CBI has not mentioned anything specifically against the sanction order (in which the Gujarat government declined sanction to prosecute the three accused) which also leads to believe the act of applicants/accused was in discharge of official duties," the court observed.

The Central Bureau of Investigation (CBI) on 20 March conveyed to the court that the state government had declined sanction for prosecution of the three accused.

The court in its October 2020 order observed that they had "acted in their official duties," so the probe agency was required to obtain sanction for prosecution.

Under section 197 of the Criminal Procedure Code, the sanction is required for prosecuting government servants for anything done in the discharge of official duty.

Ishrat Jahan, a 19-year-old woman from Mumbra near Mumbai, was killed along with Javed Shaikh alias Pranesh Pillai, Amjadali Akbarali Rana and Zeeshan Johar by Gujarat police in an 'encounter' near Ahmedabad on 15 June, 2004.

The police claimed the four were terrorists who were planning to assassinate the then Gujarat chief minister Narendra Modi.

However, a high court-appointed Special Investigation Team concluded that the encounter was fake, after which the CBI registered a case against various police officials.

Inspector-General of Police Singhal, retired police officers Barot and JG Parmar, and Chaudhary had filed applications before the court seeking dropping of proceedings for want of the requisite sanction to prosecute them.

Parmar died during the course of the hearing in the case.

On Wednesday, the judge said when this court earlier observed that the act of the accused was while discharging official duties, nobody challenged the order.

"Not only that, but the Central Government and the Government of Gujarat have also believed that the act of the applicants/accused is while discharging the duties and therefore, the government was moved for sanction and the sanction is refused also," the court observed.

There is nothing on record, even prima facie, to suggest that the victims were not terrorists and the IB inputs were not genuine, the court said in its order.

"The CBI has not mentioned anything specific against the sanction order which also leads to believe the act of applicants/accused was in discharge of official duties," it said.

The court also refused to accept the argument put forth by Special Public Prosecutor for the CBI, RC Kodekar, that the government order declining sanction to prosecute the three applicants was issued without the application of mind.

The CBI had named seven police officers — PP Pandey, DG Vanzara, NK Amin, Singhal, Barot, Parmar and Chaudhary -- as accused in its first charge sheet filed in 2013.

In 2019, the CBI court dropped proceedings against former police officers Vanzara and Amin, after the state government refused sanction to prosecute them.

Earlier, in 2018, former in-charge Director General of Police PP Pandey was discharged from the case.

The court on Wednesday discharged Singhal, Chaudhary and Barot from offences under IPC Sections 120-B (criminal conspiracy), 341, 342, 343 (all for wrongful restraint), 365 (kidnapping or abducting with intent secretly and wrongfully to confine person), 368 (wrongfully concealing or keeping in confinement, kidnapped or abducted person), 302 (murder) and 201 (causing disappearance of evidence of offence).

They were also discharged under sections 25(1)(e) and 27 of the Indian Arms Act.

'Are you above the law?': Bombay HC slams Param Bir Singh for not filing complaint against Anil Deshmukh

Mumbai: The Bombay High Court on Wednesday asked former Mumbai police chief Param Bir Singh why he did not lodge a police complaint against Maharashtra Home Minister Anil Deshmukh if he was aware of an alleged wrongdoing being committed by the minister.

Singh recently claimed Deshmukh asked police officer Sachin Waze to collect Rs 100 crore from bars and restaurants.

The minister has denied any wrongdoing.

A division bench of Chief Justice Dipankar Datta and Justice G S Kulkarni asked Singh why he did not lodge a complaint with the police first, and said without an FIR, the HC cannot intervene or direct for an independent agency like the CBI to carry out an investigation.

"You (Singh) are a senior police officer. You are not a layman. You were duty-bound to register a complaint against any wrongdoing. Despite knowing that an offence is being committed by your boss, you (Singh) remained silent," Chief Justice Datta said.

The HC was hearing a criminal public interest litigation (PIL) filed on 25 March by Singh, seeking a CBI probe against Deshmukh.

The bench further noted that Singh cannot convert the HC into a magistrate court.

"The proper and appropriate course of action would be for you (Singh) to first lodge a complaint with police. If the police do not lodge an FIR, then you have the option of filing an application before the magistrate," the court said.

Singh's counsel Vikram Nankani said his client wanted to avoid this "chakravyuh" (labyrinth).

The HC, however, noted this was the procedure laid down in law.

"Are you saying that you are above the law?" Chief Justice Datta asked.

Nankani argued that he did not have any other option than to approach the HC, as the complaint and allegations were against the "very head of the state administration".

The court further asked Nankani if any statement, as alleged by Singh in the petition against Deshmukh that he had asked police officers to extort money, was made by the Home minister in Singh''s presence.

"Was any of these statements made by the Home Minister in Singh's presence? Otherwise this is nothing but hearsay," the court said.

The HC further said there is also no affidavit submitted by any of the police officers who were allegedly called by Deshmukh to his residence, supporting the allegations levelled by Singh.

The bench said without an FIR it cannot pass an order directing an independent agency to investigate the matter.

"Our prima facie opinion is that without an FIR, this court cannot order investigation. Your prayer seeking a direction to the CBI to investigate appears to be harsh in the absence of an FIR," Chief Justice Datta said.

The court further asked if a PIL is maintainable when the issue pertains to a service matter.

Advocate General Ashutosh Kumbhakoni, appearing for the Maharashtra government, sought dismissal of the petition with an exemplary cost and claimed the plea was filed with personal vendetta.

"The PIL is not filed in public interest, but is riddled with personal grievances and interests. The petitioner has come to this court with dirty hands and dirty mind," Kumbhakoni said.

Singh in his petition claimed Deshmukh had asked police officers, including suspended assistant police inspector Sachin Waze, to collect Rs 100 crore each month from bars and restaurants.

The PIL filed by Singh also raised the issue of alleged corruption in police transfers and postings in the state.

Myanmar coup: Rising numbers of refugees, spiralling violence present major humanitarian crisis for India

With the crisis in Myanmar spiraling with each passing day, India is caught in a bind between safeguarding its own strategic interests and providing urgent relief and rehabilitation to refugees.

The Myanmar's military's ruthless crackdown after its coup has left more than 500 people dead, according to a local monitoring group, triggering international outrage.

Over the weekend, military jets hit targets in the country's eastern Kayin state, as Myanmar reeled from the deadliest day so far in the protests, AFP reported.

The crackdown is having significant repercussions in India, particularly in the northeastern states of Manipur and Mizoram.

The Manipur government had earlier issued a circular to the Deputy Commissioners of districts bordering Myanmar not to open camps to provide food and shelter to refugees fleeing the neighbouring country. However, it withdrew the circular three days later to avoid potential public anger. This uncertainty is in many ways reflective of the predicament that India finds itself in.

In Mizoram too, disagreements have cropped up between the Centre and the state government over policies to deal with refugees.

Even as a significant number of people from Myanmar have crossed over to Mizoram and Manipur, India attended a military parade in Myanmar's capital Naypyidaw on 27 March to mark Tatmadaw Day. (Tatmadaw refers to Myanmar's military). The other countries that attended the parade were China, Russia, Pakistan, Bangladesh, Vietnam, Laos and Thailand, as noted by India Today.

The official Indian response to the developments in Myanmar has also been cautious, with New Delhi only saying, "We have noted the developments in Myanmar with deep concern. India has always been steadfast in its support to the process of democratic transition in Myanmar. We believe that the rule of law and the democratic process must be upheld. We are monitoring the situation closely."

Humanitarian concerns

Nevertheless, with more and more villagers seeking shelter in halls and safehouses in India, humanitarian concerns are indeed concerns. Many of those who have fled Myanmar are police officials and army personnel who refused to take part in the crackdown. A report in The Indian Express quotes Joseph, a police officer from Myanmar, as saying he chose to defect rather than open fire on his own people. He also reportedly said that he would be executed if he went back.

Local residents in both Manipur and Mizoram have provided shelter to fleeing refugees. The Zo Reunification Organisation (ZORO) has also urged the Union home ministry to withdraw its order directing four northeastern states to guard against the influx of people from Myanmar. They have also demanded that the Centre grant refugee status to these people. Last week, Mizoram Chief Minister Zoramthanga said it was the duty of his government to provide food and shelter to the Myanmarese refugees.

Cross-border ethnic ties are also a reason why residents of Mizoram and Manipur have opposed proposals to send refugees back to the strife-torn country. Several parts of the two northeastern states have Chin communities, who share ethnic ties with community members across the border.

India and Myanmar have an agreement named the Free Movement Regime, which allows locals from both sides of the border to go to the other side for up to 16 kilometres and up to 14 days. However, as noted in an article in The Indian Express, thousands of people regularly cross the border for work and to meet relatives, often unofficially and for longer periods. On several occasions, marriages are also arranged across the border.

Apart from the people fleeing the ongoing military crackdown, India also has a considerable population of Rohingya refugees. According to Human Rights Watch, India has an estimated 40,000 Rohingya refugees, at least 16,500 of whom are registered with UNHCR.

While calls for India to take a humanitarian approach to the refugees have grown, it will not be easy for New Delhi to confront Myanmar's military. An article in Foreign Policy quotes JNU professor Shankari Sundaraman as saying that since 1993, India has been engaging the Myanmarese military "particularly in the light of insurgency issues in Northeast India.” For India, the support from the Tatmadaw has been crucial to take on insurgents whose bases were located in Myanmar's jungles.

Further, for New Delhi, antagonising the ruling regime in Myanmar runs the risk of ceding space to China to expand its influence in the country. On the other hand, as noted by Sundaraman in the article quoted above, India enjoys considerable goodwill among the people in Myanmar, which would be seriously dented if it takes a hard stance on sending back refugees.

With violence mounting in Myanmar and the numbers of refugees increasing, what is clear is that this is a crisis that New Delhi cannot afford to turn its eyes away from.

The real business of politics: Parties are united by one ideology — maximising profit, maintaining systems of power

Shortly after his recent re-entry into active politics, 1980s superstar Mithun Chakraborty, who had campaigned for the CPI(M) in West Bengal when Chief Minister Jyoti Basu was in power, before becoming a Trinamool Congress Member of Parliament and finally joining the BJP earlier this month, appeared in a television show with presenter Sudhir Chaudhary. The anchor asked Mithun da (as he’s popularly known in Bengal) how his ideology had changed so much over the years. Mithun da in response delivered what must be one of his greatest lines till date. “None of these have a different ideology,” he said. “All of them want to help the poor...Everyone wants to do the same thing, only the flag changes." I suspect Mithun da by mistake said “help the poor” instead of “help the rich”, but otherwise I am in complete agreement with him. Mithun da has offered a brilliant political insight.

With West Bengal polls in the news, Mithun da’s party-hopping from Left to Centre to Right has drawn attention. However he is hardly the only person to have switched parties in recent times. It has become a fairly regular occurrence to find the same politician who was loudly berating the BJP as communal till two days ago suddenly reappear as spokesperson of the BJP and make statements against Muslims two days later. The list of turncoats not only in Bengal but all over India in the past few years is long, and the passage to loud public declarations of bhakti (piety) and deshbhakti (patriotism) for several of the more illustrious among them has been helped along with nudges and prods from agencies such as the Central Bureau of Investigation. Bhakti and deshbhakti are now the last refuges of many a scoundrel.

Anyway, the question that arises is, were these people lying when they earlier professed a certain ideology, or are they lying now? Or is the correct answer, as the writer Tabish Khair commented, that they were lying then and are also lying now?

After all, it is likely that as Mithun da said, only the flag changes — in which case they never really believed in any ideology to begin with. This is entirely plausible if we consider that the real business of politics is not politics, it is business. To get a sense of how, take a look at the infamous letter written by former Mumbai Police commissioner Param Bir Singh to Maharashtra Chief Minister Uddhav Thackeray following his recent transfer. In the letter, Singh alleged that Home Minister Anil Deshmukh had told police officer Sachin Waze that he “had a target to accumulate Rs 100 crores a month. For achieving the aforesaid target, the Hon’ble Home Minister told Shri Waze that there are about 1,750 bars, restaurants and other establishments in Mumbai and if a sum of Rs 2-3 lakhs was collected from each of them, a monthly collection of Rs 40-50 crores was achievable.” The rest of the amount would have to be raised from “other sources”, Singh wrote.

Deshmukh has naturally denied the allegations and issued a statement saying he was extremely disturbed by the slander aimed at maligning his image. His party chief Sharad Pawar clarified that on the date on which Deshmukh’s alleged meeting with Waze took place, Deshmukh was in quarantine due to COVID-19. An inquiry by a retired judge is expected into the matter.

Whatever the judge finds about this particular case, the fact that there is “hafta wasooli” by the police is an old story, one that has been depicted in Bollywood films over the decades. The experience of facing police extortion in one way or another is a lived reality for practically the entire Indian population. Its mechanism was publicly explained in Aamir Khan’s show Satyamev Jayate by former Indian Police Service (IPS) officer Sanjay Pandey. Khan asked Pandey, where does the money extorted from commoners by police constables go? Pandey replied, “We are in a democracy. Everyone is aware that there is a hierarchy of seniors. Then there are the politicians. It is a chain."

He specifically mentioned “institutional collection” from restaurants and bars. He also told Khan, “you have a studio, if you want to run it at night, you have to pay so much." The episode was aired in 2014, so clearly the institutional collection from restaurants and bars was already well established then.

The hafta system obviously didn’t come into existence in 2014 or 2021. It has been around for at least 50 years if not more. It is also not unique to Mumbai. It is there in some form in every city in India. Nor is collection from restaurants and bars necessarily the mainstay of the extortion business. There are also other sources, such as real estate mafias that work in collaboration with the police, bureaucracy and politicians. Outside the cities, the forms of collections change. In one place, you might find a coal or iron mining mafia running in connivance with corrupt police and politicians, who get their cuts. In another place, it could be a river sand or timber mafia. In a dry state it may be alcohol. In a border state, it could be drugs. The common feature everywhere in every state is that there are always some illegalities in businesses, some payoffs that allow the illegalities to carry on, and some of the black money from this finds its way into political funding.

As bigger players get involved, the sophistication of the system of corruption increases.

From being a few notes stuffed into a constable’s hand to look the other way, it becomes an organised and deceptively respectable system of scams dressed in suits and ties.

That system remains regardless of which individual or party is in power. Parties come and go, the system goes on forever.

The IPS officer Pandey on Aamir Khan’s show began his explanation of the chain of extortion by saying, curiously, that “we are in a democracy”. What it implies is that a systematic sharing of the spoils is what democracy is about. Everyone from bottom to top is entitled to a share according to his position in the hierarchy. The share is for the position, like a salary, meaning that if a person is transferred from a lucrative posting, or a politician loses a ministry, he would suffer a huge financial loss.

Without money, contesting elections is practically impossible. In many parties, candidates who cannot finance themselves and additionally contribute to the coffers of their bosses, cannot get tickets. Then there’s the big gamble of spending crores on an electoral race that the candidate might lose to a rival, who in order to contest would have to be much like him. Whoever wins will be rich from the collections from the form of corruption that is prevalent in the area, as will those who bet on him. If the winning candidate becomes a minister, there will be the bonanza of milking an entire department. Public works is especially popular; it is the jackpot.

The bettors who finance politicians and their parties are the real powers behind every throne. The politicians are only the stars of the election movies in which voters are the audience and party workers, the extras. The real power, ultimately, resides with those who decide which star and which script to back: the financiers. As the unrecognised political scientist Mithun Chakraborty said, none of them has a different ideology. The one ideology shared by all of them is the ideology of maximising their own profits.

The only thing the audience can do is choose which film they want to see.

Gold price decrease in Delhi, Kolkata, Bangalore, but rise in Chennai; check rates here

The price of both 22-carat and 24-carat gold has increased by Rs 10 for 10 grams on Wednesday, 31 March. Currently, 10 grams of 22-carat gold is priced at Rs 43,630 while the same quantity of 24-carat gold can be purchased for Rs 44,630.

Unlike the national trend, in Delhi, the price of both the qualities of gold has reduced by Rs 10 for 10 grams. If investors want to purchase 10 grams of 22-carat gold, they will be spending Rs 43,490. On the other hand, for purchasing the same quantity of 24-carat gold, buyers have to pay Rs 44,470.

Similarly, the price decreased by Rs 10 per 10 grams of both qualities of gold in Kolkata. In the city, buyers can purchase 10 grams of 22-carat gold for Rs 43,940 while 24-carat gold for the same quantity is available at Rs 46,660.

The price of 22-carat gold in Bangalore is Rs 41,100 after getting decreased by Rs 250 per 10 grams on 31 March. Ten grams of 24-carat gold can be bought for Rs 44,840 after the price got reduced by Rs 270 per 10 grams.

While gold prices in Delhi, Kolkata and Bangalore have witnessed a fall, they have seen a jump in Chennai. After an increase of Rs 100 per 10 grams of 22-carat gold, it can be bought for Rs 42,020. The price of 10 grams of 24-carat gold increased by Rs 110 and can be purchased for Rs 45,840.

At 9.20 am, June gold contracts were trading at Rs 44,304 for 10 grams, lower by 0.27 percent, on the Multi-Commodity Exchange (MCX). While May silver futures were trading at Rs 62,595 a kilogram which is 0.84 percent down.

Amid strength in the dollar index, Silver and Gold extended fall on 30 March resulting in rise in the 10-year bond yield in the United States.

It is believed that Lord Vishnu did not invite Lord Ganesha to his wedding. Lord Vishnu thought that there was no need to send a separate invitation to him as his parents (Lord Shiva and Parvati) were already invited.

Another reason was that Lord Vishnu felt that Lord Ganesha had a huge appetite. Upon insistence from other guests, he was made the gatekeeper or Dwarapala to the venue. When Devarshi Narada realised that Vishnu and other guests had insulted Ganesha, he asked the Lord to send the mooshak to dig holes right outside the venue.

When guests arrived in their carriages, the wheels got stuck and they could not reach the venue. The guests felt that they were wrong in insulting Lord Ganesha. When the Lord finally received the invitation to the wedding, all the holes in the path were filled.

Amarnath Yatra: Registration of pilgrims to commence from 1 April; check shriamarnathjishrine.com

The Amarnath Yatra will begin this year from 28 June and will go on till 22 August. The yatra was cancelled last year due to the coronavirus pandemic. The registrations for the annual pilgrimage to the 3,880 meter-high shrine is all set to begin from 1 April through 446 designated branches of Punjab National Bank (316), Jammu and Kashmir Bank (90), and YES Bank (40).

The 56-day yatra shall commence on both Baltal and Chandanwari routes and around six lakh pilgrims are expected this year, as noted by Hindustan Times. BVR Subrahmanyam, Chief Secretary of Jammu and Kashmir, reviewed the arrangements last week.

Yatra Permit:

The Yatra Permit would be different for each route and day of the week, India Today quoted Nitishwar Kumar, Chief Executive Officer of the Shri Amarnathji Shrine Board as saying. Only the pilgrims, possessing a valid yatra permit and the required Compulsory Health Certificate (CHC), will be allowed to cross the entry gates at Chandwari and Domel.

There is no requirement of advance registration for the pilgrims who are going to travel by helicopter as their tickets will serve this purpose. However, they have to show their CHC to get permission to travel by helicopter.

North Delhi civic body makes labelling of meat as 'halal' or 'jhatka' mandatory for restaurants, eateries

New Delhi: Restaurants and shops in north Delhi will now have to "mandatorily" display whether the meat being sold or served is "halal" or "jhatka" as the BJP-led North Delhi Municipal Corporation on Tuesday cleared a proposal in this regard, its mayor said.

The proposal was recently moved by the Standing Committee of the NDMC.

North Delhi Mayor Jai Prakash said the House "cleared the proposal in its meeting today".

"So, restaurants and shops in north Delhi will now have to mandatorily display whether the meat being sold or served is halal or jhatka," he said.

'Jhatka' method is one in which an animal is slaughtered in one go, while in the 'halal' method, an animal is allowed to die after cutting a vein.

North Delhi has a number of eateries, restaurants and streetside shops selling or serving non-vegetarian food items, prominent places being Chandni Chowk, Daryaganj and Kashmere Gate.

A similar proposal was cleared by the House of the BJP-led South Delhi Municipal Corporation late January.

Restaurants and shops in markets in areas like Defence Colony, Amar Colony, Sarojini Nagar, South Extension, and INA sell non-vegetarian items.

Officials had earlier said restaurants and meat shops will have to "display clearly and visibly" whether they are serving 'halal' or 'jhatka'.

The Staff Selection Commission (SSC) will announce the SSC Combined Graduate Level Examination (CGL) 2018 final result on Wednesday, 31 March. You can access the result on the official site of SSC on ssc.nic.in. Candidates will be able to check their scorecard with the help of roll number and registration number.

The Commission organised the Tier I, Tier II and Tier III exams in the month of June, September and December 2019, respectively. In order to qualify for the exams, candidates need to clear all three stages.

Municipal Corporation of Chandigarh advertises 172 vacancies; application to start from 8 April

The Municipal Corporation of Chandigarh has advertised for 172 vacancies, in the department’s first recruitment drive in over a decade.

The last recruitment drive by the corporation was conducted in 2010, through which posts like junior engineers (JE), firemen and sub-divisional engineers (SDE) were filled.

The publication mentions that this time, out of the 172 vacancies, there are 82 posts in the fire department. For the post of firemen, there are 81 vacancies along with one vacancy for fire officer.

The remaining vacancies include two SDEs, four JEs and 41 clerks. There are also vacancies for sub-inspectors (enforcement department), computer programmers, law officers, data entry operators and other posts.

Municipal Corporation, Chandigarh (MCC) recruitment process is expected to start on 8 April through the online mode. The application window will close on 3 May while 8 May is the last date for payment of the application fee.

Various departments of the MCC are facing acute staff shortage. More than 55 percent of posts in the permanent category are vacant. In the medical department, there are 1,240 vacancies that are lying vacant and 934 are filled out of the total 2,174 permanent sanctioned posts.

Speaking about the development, commissioner of MCC, KK Yadav said that they have advertised the posts and will be soon filled, reported The Tribune.

The publication quoted another official saying that these posts are being filled so that they don’t get lapsed. Since the 2010 recruitment drive, MCC has been hiring on outsourcing and contractual for the last few years.

Last day for linking Aadhaar with PAN card today; follow these steps to link documents

It's 31 March, not just the last day of the financial year but also the deadline for linking your Aadhaar with your PAN number. Once the deadline ends and if the government decides not to extend it, any PAN card not linked with Aadhaar will be 'inoperative'.

Not just that, an unlinked PAN with Aadhaar will also not allow you to do any financial transaction.

The Central government has introduced an amendment in the Finance Bill, 2021, which was passed on Tuesday. According to the amendment, a person who has not linked his/her PAN with Aadhaar may have to pay a late fee of up to Rs 1000. This is beside the fact that the card becomes defunct once the deadline gets over, Times Now reported.

How do I link Aadhaar with my PAN Card?

There are various easy ways through which you can link your PAN with Aadhaar.

Online:

Visit the official website of PAN service which is www.tin-nsdl.com or www.utiitsl.com. You will find a 'Link Aadhaar to PAN' tab. Click on the link and it will take you to the income tax website. You can follow the remaining procedure there. Alternatively, you can also link the two documents by directly visiting the income tax website.

SMS:

If you are not comfortable with going online and linking the two documents, the easiest could be linking them using SMS service on your mobile phone. A simple SMS can solve the problem for you once and for all. Send an SMS from your registered number to 567678 or 56161. The format is UIDPAN. Neither NSDL nor UTI charges for using this service but SMS charges will be applicable.

Petrol and diesel prices remain unchanged; check prices in Delhi, Mumbai, Kolkata

The prices of petrol and diesel remained unchanged on Wednesday, a day after they were revised.

On Tuesday, the rates of petrol and diesel were slashed across cities in India following the fall in the prices of international crude oil. The rates of fuel were revised on Tuesday after four consecutive days of no change in prices.

The fresh numbers on the Indian Oil Corporation’s (IOC) website show the price of a litre of petrol in Delhi is Rs 90.56. A litre of diesel, on the other hand, costs Rs 80.87 in the national capital. In Mumbai, while petrol is available at Rs 99.98, diesel costs Rs 87.96, still the highest in the country among the top four major cities.

Before Tuesday, the rates were revised on 25 March after remaining the same and at record highs for over three weeks. On 25 March, the petrol prices were cut by 21 paise per litre, while diesel was cheaper by 20 paise.

In Kolkata, a litre of petrol will cost Rs 90.77 while the prices for a litre of diesel stood at Rs 83.75. In Chennai, petrol was available at Rs 92.58 and diesel at Rs 85.88.

In March, the prices of petrol had crossed the Rs 100-mark in two places in Rajasthan and Madhya Pradesh.

It's a known fact now that the fuel prices vary from state to state due to taxes levied by different governments as well as freight charges. These taxes form almost 60 percent of the selling price when it comes to petrol and nearly 54 percent as far as diesel goes.

The petrol and diesel rates are revised daily on the basis of international prices and foreign exchange rates.

The oil prices in the international market fell after the Suez Canal opened and traffic steadily went back to being normal. Brent Crude was down at $64.83 per barrel on Tuesday. WTI Crude was down at $61.55 a barrel, news agency Reuters reported.

Bharat Biotech, Biovet and Sapigen Biologix collaborate with CSIR-IICT on healthcare for humans, animals

Vaccine maker Bharat Biotech, Biovet and Sapigen Biologix on Monday signed a collaborative research agreement with CSIR-Indian Institute of Chemical Technology (IICT) here to collaborate on the development of novel platform technologies for biotherapeutics and vaccines to support affordable healthcare solutions for humans and animals. The Master Collaborative Agreement (MCA) was signed here by Bharat Biotech International, Biovet, Sapigen Biologix with the IICT in the presence of Bharat Biotech CMD Krishna Ella, CSIR DG Shekhar C Mande, IICT Director S Chandrasekhar and others. The collaborators would identify mutually interesting projects to pursue under the agreement, a CSIR-IICT release said.

As a part of the MCA, the Industry collaborators shall provide necessary financial support to CSIR-IICT for developing key raw materials required by the collaborators, and also perform "in-vitro and in vivo studies" for further development of potential vaccine candidates and bio-therapeutics formulations to be designed by the collaborators.

The broad-based MCA enables the partners to take up futuristic development activities in other related areas as well, it said.

The MCA follows the contribution by CSIR-IICT during February 2021, in developing a synthetic process route for adjuvant molecule TLR 7/8 to BBIL for Covaxin, the indigenous vaccine rolled out by BBIL.

The partners intend to strengthen the "excellent working relationship" between the organisations, by conducting studies on futuristic vaccines, bio-therapeutic formulations, delivery strategies and also explore innovative solutions to the vaccination administration process.

Biovet is a leader in animal vaccines, while Sapigen Biologix is engaged in research, design, development of technical know-how in all kinds of work in the fields of Biology, Bio-technology and others, according to the release. Addressing the gathering, Krishna Ella talked about the dependence on imports for some of the raw materials and the need to address the issue.

"When you want to leapfrog the vaccine field, we need other ancillary industries to come up, other technologies to come up along with it. Otherwise, I don't think, biotechnology field, we will go (far ahead). We will be importing a lot of stuff from other places..," he said.

Noting that some raw materials could not be obtained from the US due to certain restrictions imposed by that country, he said such problems needed to be anticipated in the future.

"That is one of the reasons why we said, let's partner (with CSIR)...," he said.

Asked about how the issue of shortage of raw materials would be addressed, Mande referred to the goal of ''Atma Nirbhar Bharat''and that the government is very keen on generating as many resources as possible within the country.

"Shortage of chemicals that probably is being asked is only one aspect of that. What we would like to take is a much larger view and try to see that as much as possible, we would like to be self-dependent," he said.

However, the statement of self-dependent on raw materials does not mean remaining inward-looking (that nothing will be imported) and the government is keen on having the capability, capacity and confidence that everything can be done in the country, Mande said.

About how the agreement would work, he said true collaborations involve exchange of ideas between different parties and working together and not working in isolation.

He said CSIR and Bharat Biotech are looking at bringing mRNA based vaccine platform in the country.

"For example, today there is a need felt that India must have a vaccine platform which is let us say mRNA based. Today, we don''t have an mRNA based vaccine platform in the country." "Dr Ella and us are already talking about it that how do we actually bring it and Dr Ella is very confident that in the coming few months we will be able to actually bring it, this particular platform," Mande said.

He said mRNA has emerged as one of the most powerful technologies in the COVID pandemic.

Asked if the mRNA effort would be COVID specific, he said the CSIR, in its collaborations with companies, would like to cover different areas and many diseases together.

"When we do collaborations with companies, we always do long term, many different areas, many different diseases together. COVID also is a part of that. But, what we want to do is generate a platform here so that any other diseases or future pandemics can also be dealt with this kind of a platform," Mande added.

Arindam Mani, who has been posted in the same office for more than 10 years and is currently the returning officer of the Ballygunj seat, shall be transferred to a non-election post immediately, the EC stated in a communication to the West Bengal CEO.

The notice pointed out that the Central Crime Branch has registered a case under the Indian Penal Code and the Representation of the People Act, 1951 against the DMK MP.

The EC said that Raja had allegedly said that (DMK leader MK) "Stalin is a child of good relationship and good birth while Palaniswami is a child of bad relationship and a premature born child".

The EC also referred to some other remarks made by Raja against the chief minister.

Sharad Pawar undergoes endoscopy at Mumbai hospital day ahead of schedule

Mumbai: NCP chief Sharad Pawar on Tuesday night underwent endoscopy at a hospital a day before schedule, a family member said, adding that doctors might take a call on operating him late night itself.

"The doctors performed endoscopy on Pawar. They would soon take a call on operating him. They could advance the surgery and perform it tonight itself. We are waiting for further communication," the family member said.

After Pawar (80) complained of abdominal pain on Sunday, he was taken to the hospital for a check-up on the same evening.

However, he was admitted to the hospital on Tuesday evening, a day ahead of the scheduled surgery for a gall bladder issue, after he experienced pains in his abdomen, NCP leader Nawab Malik had said.

"Our party president Sharad Pawar saheb was feeling a little uneasy due to a pain in his abdomen last (Sunday) evening and was therefore taken to Breach Candy Hospital for a check-up. Upon diagnosis it came to light that he has a problem in his Gall Bladder," he had tweeted.

"He is on Blood Thinning Medication which is now being stopped due to this issue. He will be admitted to the hospital on the 31 March 2021 and an Endoscopy and Surgery will be conducted. Hence all his programmes stand cancelled until further notice," the minister had said.

NCP leader and state Health Minister Rajesh Tope had said there was nothing to worry about Pawar's health.

An endoscopy is a procedure wherein an endoscope is used to examine the interior of a hollow organ or cavity of the body.

Uttar Pradesh extends closure of schools for students of upto Class 8 till 4 April

Lucknow: Amid a spike in coronavirus cases, the Uttar Pradesh government on Tuesday extended to 4 April the closure of all schools for students up to Class 8, according to an official.

Earlier, the state government had shut schools for students up to Class 8 till 31 March.

Chief Minister Yogi Adityanath issued the fresh directions during a review meeting at his 5, Kalidas Marg residence.

The CM has directed the closure of schools for students up to Class 8 till 4 April, an official spokesperson said, adding that it has been ordered to ensure that the COVID-19 protocol is followed for other classes.

The CM asked officials to step up testing with focus on old age homes, orphanages, residential schools and other such places. The CM said the dedicated COVID hospitals made earlier should be reactivated.

The state had reported 10 more COVID-19 fatalities on Tuesday, pushing the death toll to 8,800, while 918 new cases took the infection tally to 6,15,996.

Four deaths were reported from Lucknow, two from Kanpur and one each from Meerut, Muzaffarnagar, Unnao and Auraiya, a health bulletin issued said.

The bulletin said the state has so far tested over 3.47 crore samples for COVID-19, including 64,519 on Monday.

Link PAN card with Aadhaar by 31 March or pay a fine of Rs 1,000; check details at incometaxindiaefiling.gov.in

The last date for linking PAN (Permanent Account Number) and Aadhaar is just a few days away now. In case someone fails to do the linking by the deadline, their PAN cards will be declared inoperative from 1 April and they will also have to pay a penalty.

As per reports, on 23 March, at the time of passing of the Finance Bill, the government inserted a new section (section 234H) into the Income-tax Act, 1961. According to this section, the government will specify the penalty amount for not linking Aadhaar and PAN cards.

A person will have to pay an amount of up to 1,000 in case of non-linking. They will not be allowed to open bank accounts, purchase mutual funds or shares, and transact more than Rs. 50,000 as PAN card is compulsory in these financial transactions.

The deadline for PAN and Aadhar linking has been extended several times. The previous deadline was 30 June, 2020.

In 2018, the Supreme Court had declared the Aadhaar card as constitutionally valid adding that it will be mandatory for allotment of PAN card and filing of income tax returns

Hackers leak data of 9.9cr Indians allegedly from Mobikwik database, company rejects claim

New Delhi: Hackers have leaked the data such as mobile phone number, bank account details, email, and credit card numbers of 9.9 crore Indians allegedly of Mobikwik users, which the digital payments company has strongly denied.

The disclosure about the data leak was made by cybersecurity analyst Rajashekhar Rajaharia who has also written to the Reserve Bank of India, Indian computer emergency response team, PCI Standards, and payment technology firms, etc.

A hacker group by the name of Jordandaven emailed the link of the database to PTI and said that they do not have any intention of using the data except to get money from the company and delete it from their end.

Jordandaven shared the data of Mobikwik founder Bipin Preet Singh and Mobikwik CEO Upasana Taku from the database.

When contacted, Mobikwik denied the claim.

The company's spokesperson said that as a regulated entity, it takes data security very seriously and is fully compliant with applicable data security laws.

"The company is subjected to stringent compliance measures under its PCI-DSS and ISO Certifications which includes annual security audits and quarterly penetration tests to ensure the security of its platform. As soon this matter was reported, the company undertook a thorough investigation with the help of external security experts and did not find any evidence of a breach," the Mobikwik spokesperson said.

Hackers maintained that the database is of Mobikwik and uploaded several pictures of Mobikwik QR code along with documents used for 'Know Your Customer' compliance mainly the Aadhaar and PAN card.

Mobikwik said that it is closely working with requisite authorities on this matter, and considering the seriousness of the allegations will get a third party to conduct a forensic data security audit.

"For its users, the company reiterates that all MobiKwik accounts and balances are completely safe," the company spokesperson said.

Rajaharia said that government authorities should thoroughly investigate the data leak immediately as it has wider ramifications that can potentially lead to several financial frauds.

"Full 16 digit card numbers might be unmasked because their encryption algorithm is public now. This massive data breach might be a threat for other banks, and wallets because these days each and every data set is connected to each other," Rajaharia said.

He said that everyone should immediately change the password of their bank account, credit cards, etc, to keep their money safe.

Nanded gurdwara violence: Police files FIR against 64 for attack on cops; 14 arrested so far

Mumbai: Police have arrested 14 people in connection with an attack on policemen by a mob of sword-wielding Sikhs in Nanded after they were denied permission to hold a public procession due to the COVID-19 pandemic, an official said on Tuesday.

The Wazirabad police in Maharashtra's Nanded district have registered three FIRs against 64 people (who have been named in the FIRs) and other unidentified persons in connection with Monday's incident at the Sri Hazur Sahib gurdwara, he said.

A viral video showed the sword-wielding mob barging out of the gurdwara, breaking the barricades put up by police and attacking the policemen.

Four constables were injured and six vehicles were also damaged in the violence. The condition of one of the injured policemen was serious, the official said.

The police were also trying to ascertain if anyone from the gurdwara committee had any role in the incident, he said.

"We have arrested 14 people till now on charges of attempt to murder, rioting, and under provisions of the Arms Act and other sections. Around 64 people have been named in the FIR, while a search is on for others," Deputy Inspector General of Police, Nanded Range, Nisar Tamboli told PTI.

The official on Monday said permission for the Hola Mohalla public procession was not granted due to the coronavirus pandemic.

"The gurdwara committee was informed and they had assured us that they would abide by our directives and hold the event inside the gurdwara premises," he had said.

However, when the Nishan Sahib was brought at the gate around 4 pm on Monday, several participants started arguing and over 300 youth stormed out of the gate, broke the barricades and began attacking the policeman, he had said.

Nishan Sahib is a triangular saffron-colour flag furling outside a gurdwara on a steel pole covered with a saffron cloth. The flag also has an insignia called Khanda in the middle, which includes two swords and a chakra.

Hola Mohalla (Hola) is a Sikh festival that comes a day after Holi.

Unlike Holi, when people sprinkle coloured powder on each other, Hola Mohalla is an occasion for Sikhs to demonstrate their martial skills.

Nanded is an important Sikh pilgrimage centre as it is home to the sacred shrine - the Takht Sachkhand Sri Hazur Abchal Nagar Sahib.

It was here that the 10th and last Sikh Guru, Guru Gobind Singh (1666-1708), anointed the holy book Guru Granth Sahib as the eternal Guru of Sikhism and spent the last 14 months of his life.

COVID-19 situation turning from bad to worse recently, huge cause for worry, says Centre

New Delhi: The coronavirus situation is "turning from bad to worse" and is a huge cause of worry especially for some states, the Centre said on Tuesday while stressing that the whole country at risk and nobody should be complacent.

It said that eight of the top 10 COVID-19 high-burden districts of the country are from Maharashtra and that Delhi, taken as one district, is also on the list.

At a press conference, Health Secretary Rajesh Bhushan said the 10 districts with maximum active COVID-19 cases are Pune (59,475), Mumbai (46,248), Nagpur (45,322), Thane (35,264), Nashik (26,553), Aurangabad (21,282), Bengaluru Urban (16,259), Nanded (15,171), Delhi (8,032), Ahmednagar (7,952).

Though technically speaking, Delhi has many districts, but it has been taken as one district, he said.

NITI Aayog member (Health) V K Paul said, "COVID-19 situation is turning from bad to worse. In last few weeks, especially in some states, it is a huge cause for worry. No state, no part of the country or district should be complacent."

"We are facing an increasingly severe and intense situation, more so surely in some districts. But the whole country is potentially at risk and therefore all efforts to contain and save lives should be taken.

"Hospital and ICU preparations have to be readied. If the cases increase rapidly, the healthcare system would be overwhelmed, Paul said.

About surge in case positivity rates, Bhushan said Maharashtra last week had an average positivity rate of 23 per cent, followed by Punjab 8.82 per cent, Chattisgarh 8.24 per cent, Madhya Pradesh 7.82 per cent, Tamil Nadu 2.5 per cent, Karnataka 2.45 per cent, Gujarat 2.22 per cent, and Delhi 2.04 per cent.

The average national positivity rate during last week was 5.65 per cent.

All states and Union Territories are reporting a surge in cases and there is a need to significantly and exponentially increase the number of COVID-19 tests. The proportion of RT-PCR tests need to be increased too, Bhushan said.

"On Saturday, we held meeting with these states and also spoke to 47 districts. We requested them to increase the number of tests with a special focus on RT-PCR tests. Rapid antigen tests must be used for screening and in densely populated areas where cases are coming in clusters. The preferred test should be the RT-PCR ones," he said.

On variants of the virus, the health secretary said 10 laboratories have done genome sequencing of 11064 samples since December of which the UK variant was detected in 807 samples, South African variant in 47 and Brazilian variant in one.

A total of 6,11,13,354 COVID-19 vaccine doses have been administered till 10 am. About 81,74,916 healthcare workers got the first doses of the COVID-19 vaccine and 51,88,747 the second dose. As many as 89,44,742 frontline workers got the first dose and 37,11,221 the second dose.

Bhushan also said that 48.39 per cent, Telangana tops the list of states with the highest COVID-19 vaccine doses given in private facilities. Delhi came second with 43.11 per cent vaccinations in private facilities, he said.

From April 1, people above the age of 45 years would be eligible for vaccination. They can register themselves in the CoWIN platform, the Aarogya Setu app or go for on-site registrations which would start after 3 pm, the health ministry said.

Mumbai: Amid COVID-19 surge, BMC to release asymptomatic patients to ensure beds for ‘needy’

Mumbai: As COVID-19 cases are going up rapidly in Mumbai, the city civic body on Monday decided to discharge asymptomatic patients at the earliest to vacate beds for the patients with more serious symptoms.

The civic body has also decided to place the order for procuring 1.5 lakh injections of antiviral drug Remdesivir and other medical equipment to avoid any potential shortage of medicines at hospitals, a senior official said.

In its order, the Brihanmumbai Municipal Corporation (BMC) said that no asymptomatic COVID-19 positive patient without any comorbidities will be allotted a COVID bed in any public or private hospital.

It described the "needy" patient as the one with "mild or serious symptoms or a COVID-19 patient with comorbidities".

Mumbai on Sunday reported the highest single-day rise in COVID-19 cases by adding 6,923 new infections, taking the total tally to 3,98,674.

BMC commissioner IS Chahal has empowered assistant commissioners to take decisions at the ward level and stressed activation of war rooms at the ward level for better management of available beds, ICU beds, ventilators among others, as per the order.

Chahal stated all admissions should be routed through the ward level war rooms to avoid any chaos experienced during the first wave of coronavirus when several patients ran from the pillar to post to get a bed.

The civic chief also pointed out that direct admission in any COVID Care Centre or private hospitals will not be permitted without prior intimation to the ward war room.

"No asymptomatic COVID-19 positive patient without any co-morbidities be allotted COVID bed in any public/private hospital to ensure prompt availability of beds to the needy.

Urgently discharge any asymptomatic COVID positive patients admitted to any COVID hospital to vacate the beds," Chahal said.

The order stated that 80 per cent of the total beds and 100 per cent of ICU beds in private hospitals shall be kept reserved only for the allotment through the ward war rooms for COVID-19 patients.

"No direct admissions on these reserved beds to be taken by hospitals," the order said.

Chahal directed all hospitals in the megapolis to charge patients as per the rates notified by the Maharashtra government.

"All the bills will be audited by the municipal auditors," the commissioner said.

Chahal also directed officials to immediately assess the structural stability and fire audit of all COVID facilities.

As of 25 March, there are 8,466 non-ICU beds and 931 ICU beds being operationalised at the hospitals run by the government and the BMC, the order said.

Meanwhile, the BMC has also decided to place the order for procuring 1.5 lakh injections of antiviral drug Remdesivir and other medical equipment to avoid any potential shortage of medicines at hospitals.

A senior official said a sizeable number of new cases are being reported from high-rise buildings.

"We are worried due to the rising number of COVID-19 cases in the city, which is a hub of major industrial and financial institutions. To treat coronavirus positive patients, we need to buy as many 1.5 lakh vials of Remdesivir injection so that we can cover maximum patients.

"We want to avoid any shortage of medicines by hospitals or treatment centres," said Suresh Kakani, additional municipal commissioner (health), BMC.

Remdesivir is a broad-spectrum anti-viral medication.

Because of a steady rise in new cases, the Maharashtra government recently decided to purchase additional oxygen cylinders and ventilators for various COVID treatment centres.

Maharashtra Sunday reported 40,414 coronavirus positive cases, the highest rise so far in a single day, taking its tally to 27,13,875, just two days after the caseload reached 26 lakh, as per the state health department.

In a meeting held with Chief Minister Uddhav Thackeray, Health Minister Rajesh Tope and other officials on Sunday, principal secretary to state health department Dr Pradeep Vyas had predicted a "tremendous stress" on the availability of beds, oxygen supply, and ventilators, which could fall short if the cases continue to go up.

NC chief Farooq Abdullah tests positive for COVID-19; PM Modi wishes him speedy recovery

Srinagar: Veteran politician and National Conference president Farooq Abdullah tested positive for COVID-19 on Tuesday and he received wishes for a speedy recovery from several leaders, including Prime Minister Narendra Modi.

In a tweet this morning, the National Conference (NC) leader's son Omar Abdullah informed about his father testing positive for the coronavirus and also urged everyone who came in contact with him recently to get tested.

Prime Minister Modi, while replying to his tweet, wished Farooq Abdullah, a Lok Sabha member and a former Jammu and Kashmir chief minister, a speedy recovery.

Omar Abdullah, also a former Jammu and Kashmir chief minister, promptly replied to Modi, saying, "My father and the rest of the family join me in thanking you for your wishes and prayers @narendramodi ji."

Farooq Abdullah (85), who received the first dose of a COVID-19 vaccine on March 2, is in isolation at his home. Doctors from the SKIMS Hospital checked his vitals and also took blood samples for testing, officials said.

In his tweet, Omar Abdullah said, "My father has tested positive for COVID-19 and is showing some symptoms."

"I will be self-isolating along with other family members until we get ourselves tested. I request anyone who has come in contact with us over the last few days to take all the mandated precautions," he said.

Former chief ministers N Chandrababu Naidu and Mehbooba Mufti, among others, also wished for Farooq Abdullah's speedy recovery.

Mehbooba replying to Omar Abdullah's tweet said, "Very sorry to hear that. Hope he (Farooq Abdullah) recovers soon."

"Saddened to learn about Farooq Abdullah Ji testing positive for COVID-19. I wish him speedy recovery and the best of health," Naidu said.

People's Conference leader Sajad Lone wished a speedy recovery for Farooq Abdullah. "Wishing Dr Farooq Sahib a speedy recovery in his fight against COVID," he tweeted.

West Bengal Elections: Amit Shah, Mamata Banerjee hold rallies, roadshows on last day of Phase 2 campaign

Union Home Minister Amit Shah, who is already confident that BJP will win over 200 seats in West Bengal, will have a tightly-scheduled campaign on Tuesday in the state. Shah was in Nandigram at noon for the first of his three roadshows in Bengal today. From there, he moved to Debra for another roadshow in the afternoon.

The minister will have his third roadshow of the day in Panskura Paschim after 3 pm. This will be followed by a public meeting in Diamond Harbour at 4.40 pm, the party said on Twitter.

Of the four venues, everyone has their eyes set on Nandigram, where West Bengal Chief Minister Mamata Banerjee is going to lead a roadshow. The Nandigram constituency is also crucial because Banerjee is up against her former colleague-and-protege, now a BJP leader, Suvendu Adhikari.

Meanwhile, Dharmendra Pradhan, another Union Minister, unleashed a fresh salvo on Banerjee, saying she had lost her mental balance after seeing a negative response in Nandigram. "Speaking about UP instead of condoling her (elderly mother of a BJP worker) death is like running away from responsibilities. She is scared of defeat," Pradhan was quoted as saying by News18.

While the TMC and BJP are expected to give each other tough competition, the other coalition in the fray comprises Congress, Left and the ISF.

In the first phase of voting on 27 March, West Bengal witnessed nearly an 80 percent turnout. After the conclusion of the first phase of elections in Bengal, Shah said he was confident BJP will win at least 27 of the 30 seats that went to the polls on Saturday.

Assam Assembly Election 2021: In Silchar, BJP's prestige is at stake as ousted rebel challenges official candidate

Editor's note: Election in the Bengali-dominated Barak Valley of south Assam is both intense and unpredictable this time. This two-part series examines the battle lines drawn around more local calculations that are often different from the state and national situation.

Silchar has become an instantly famous destination in this election just for one person -- Dilip Kumar Pal. He is the outgoing BJP-MLA and former Deputy Speaker of Assam, who is now contesting as an Independent candidate against the official BJP candidate. Virtually the contest in the Silchar Assembly Constituency has reduced between either him or the official BJP candidate Dipayan Chakraborty and Congress candidate Tamal Banik, though a dozen other candidates are in the fray.

In fact, the electoral importance of Silchar as one of the first few cities of Assam is now more than overshadowed by the electoral phenomenon of Dilip Pal: a trending rebel of BJP fighting his own party. The question troubling every BJP voter of Silchar is who will get the majority of BJP vote: Dilip Pal or Dipayan Chakraborty to defeat Tamal Banik! A parallel intriguing question is if riding on an anti-incumbency factor, will Banik win the elections taking advantage of this confusion among BJP voters?

The fight is very close for all three important candidates. It has been also very seriously taken by both BJP and the Congress which is evident from the fact that on Tuesday, the last day of the campaign for Silchar, both Assam chief minister Sarnananda Sonowal and Rahul Gandhi are coming to Silchar.

Silchar is the most important town of the Barak Valley of South Assam. This is the area adjacent to Sylhet, which was historically a part of Assam from 1874 to 1947. In fact, when Sylhet was bifurcated during the partition of 1947, part of it was annexed with Cachar. The population of Barak Valley is thus by and large primarily Bengali speaking population, with some Dimasa and Manipuri speaking people living there as well. Only a very minuscule Assamese speaking population stays there, mostly being government employees posted by the state government.

Historically being a region of the non-Assamese speaking population in Assam it has got a specific context of deprivation and linguistic conflict. In 1961, 11 people were gunned to death near Silchar railway station by Assam Police when they were agitating against a language circular of the Government of Assam. As a result, Bengali has been recognized as the official language of Barak Valley, though to date it has not been recognised as a state language of Assam. In contrast, Boro has been included in the list.

Recently, a mini State Secretariat of the Government of Assam has been sanctioned and inaugurated in Silchar. This was a promise of the last Assembly election. Whatever has been inaugurated is not properly functional yet. But at least, the inauguration has helped Chief Minister Sonowal and BJP to claim that they have fulfilled their promise of the last election.

Within this context, the battle for Silchar is not anymore a simple case of just a single person rebelling against the denial of a ticket to him. Dilip Pal’s campaign has snowballed into a ground-level pitched battle between two factions of BJP karyakartas (workers) over the last three weeks.

The larger section being backed by the official party line is backing the officially nominated candidate Deepayan Chakraborty. They are now the official BJP in Silchar right at this moment. However, another group, who was earlier in local organisational power, is solidly backing Dilip Pal, with some more providing silent support to him.

The whole episode is unique as Pal is no turn-coat former Congressman who had joined BJP just for a ticket. Even before a week of getting denied, Pal started a parallel election office of his own where people continuously started flocking in and parading out to campaign for him as an Independent candidate. Located in an incomplete building, hastily putting bamboo fences instead of walls of the first floor RCC structure, this new office of Pal is equipped with a big hall and antechambers, computers and bare minimum furniture, reflecting a real serious and Spartan workspace look.

The cadres who are flocking in and out with copies of the voters’ list in their hand are sounding even more serious in getting their leader reelected. The fight is against Congress candidate, they say, Dwipayan Chakraborty, the official BJP candidate, stands nowhere except the third position, according to them.

BJP being a regimented party with the discipline of Sangh, all these are very unique. It’s not entirely unusual to issue a statement or two for a person denied nomination only to retract later and return as an obedient soldier. But the seriousness of this incident soon had started developing and snowballing into a major political crisis brewing for BJP for a few reasons.

First, Pal is a well known old timer of BJP, who has put in 37 years in the party as well as well connected to RSS.

Second, he had an iron grip over the organisational structure of Silchar town BJP. As a result, two out of four mandal presidents in charge of the organisation of the main city of Silchar resigned from the party supporting Pal.

Third, the veteran party leader and former Union minister Kabindra Purkayastha, former BJP district president Uday Shankar Goswami and some other leaders of Hindi speaking population of Cachar are also not very happy on the official BJP line in Cachar led by MP Dr Rajdeep Roy.

Fourth, a reason which has less importance as far as Silchar is concerned is the reason for more worry for BJP. The Dilip Pal phenomenon has somewhat influenced a sporadic spread of similar rebellion throughout the state. Denying a party ticket to two times MLA cum former Deputy Speaker could have been contained by BJP leadership within no time. But in this Assam Assembly Election, this type of rebellion has become a phenomenon larger than normal scale, impact reverberating throughout the state.

As a result, the state president of BJP Ranjeet Kumar Dass has to expel 15 people throughout the state for their rebellion on not getting the nomination and contesting as Independent candidates in their respective constituency on 18th March. Pal's name figured in the number one position on the list.

The most ironic fact is that the notice is signed by no other than the MP of Silchar Dr Rajdeep Roy in his capacity as state general secretary of BJP. For the supports of Pal, Roy is the villain who had cancelled the re-nomination of two times MLA as the core committee member deciding ticket distribution of BJP. Earlier the Silchar BJP was controlled by loyalists of Dilip Pal. Now after the denial of the ticket to Pal and his resignation, Roy has taken full control.

Pal himself has said that Sonowal himself assured him about the nomination and directed Pal to start the election campaign as late as 3 March. Despite that on 5 March, Pal was dropped and Dipayan Chakraborty was allotted the candidature of Silchar constituency just for Dr Rajdeep Roy.

There is a “syndicate of corruption and bribe” operating in the state, said Pal, claiming that he had not compromised with that syndicate. “That is the cause of my not getting nomination this time, and this was already in the air even before the declaration of candidates’ list” Pal explained. “Now I seek the blessings of the people for fighting against the syndicate. Please support the helicopter for supporting my surgical strike on the ruling syndicate of corruption!” Dilip Pal was almost melodramatic in his appeal mentioning.

In fact, the electoral battle of Dipayan Chakraborty is also equally a battle for Dr Rajdeep Roy whose momentary dominance in Cachar BJP right at this moment will weaken considerably if Dipayan loses the election. No wonder Himanta Biswa Sarma, the key person of BJP’s election management this time in Assam has been very actively monitoring and participating in the campaign for Silchar during the last three weeks apart from the deployment of such big guns like Yogi Adityanath. The meeting of Adityanath however was a not so well attended one, to put it in most polite form.

The Left parties are seen very actively campaigning for Congress candidate Tamal Banik. Whereas the Congress candidate is more focusing on quickly reaching his voters directly through the door to door campaign, padayatra through different wards and small meetings, the Left supporters are focusing on street corners and cultural programmes in support of the ‘grand alliance’ opposing policies of BJP, in particular D-Voter, NRC and CAA, apart from economic policies of privatisation. However, they could not bring the glaring demands like the revival of Cachar Paper Mill of HPC or immediate payment of the due salary to its employees to such level that BJP taken a political cognizance of the issues.

BJP started this election campaign in Silchar against Banik saying that a vote to Tamal is a vote to Ajmal (AIUDF leader who is supporting INC). It went on to the extent that the still loyal cadres of BJP in Silchar started campaigning more against Ajmal who does not have a candidate in Silchar than in favour of their own party. Rebel BJP - Independent Dilip Pal has much gained because of this and successfully claimed his political share of Hindu voters throughout the mohallahs of Silchar posing himself as the honest hardworking presently deprived messiah of the common people.

Banik on other hand through his direct contact building and using the Bengali style of this election posed two important messages through songs: “Khela Hobe” (there will be fight), and Tamal Pal-ke chai / asche Tamal Pal (popular demand is Tamal Pal, and he is coming).

In the last Assembly Elections of 2016, the then MLA Dilip Kumar Paul of BJP bagged 94,787 votes to get re-elected, defeating Congress candidate Bithika Dev, who could manage only 54,867 votes. The margin was a whooping 39,920 – almost 40,000 - 25.49 percent of total valid votes. Almost 7,000 (6,940 to be exact) votes were not cast in favour of either the winner BJP or defeated Congress candidates. This includes the Left votes and a very small part of AIUDF votes – the bulk of the latter was cast in favour of Congress in any case.

BJP’s worry about the Silchar constituency in this election is very simple. If Dilip Pal can secure even 30,000 votes, then the present ambience of total consolidation of anti-BJP votes will ensure Congress to win back Silchar even in the same voting pattern as last elections. In case there is a further anti-incumbency factor in play, this will be further guaranteed. MP Rajdeep Roy and Assam election manager of BJP Himanta Biswa Sarma is therefore trying their level best to win back the local organisation from Dilip Pal at the shortest possible time.

Otherwise, Dilip Pal will prove his mettle as the real Hindu-leader of Silchar, the headquarters of Barak Valley. And, more than that, INC may get their candidate Tamal Banik winning the seat as right three days before the elections, he is in clear advantage. Both Dilip Pal and Dr Rajdeep Roy said they are fighting with Tamal Banik. Dr Roy told Dilip Pal will be nowhere in the results with only a few thousand votes. Dilip Pal said that he will win over Tamal Banik and Dipayan will come third. Despite Dr Roy saying Dilip Pal will be nowhere, Sarma himself was compelled to take the name of Mr Nowhere-man, - Dilip Pal to attack him in his public programme at Silchar this week, which shows how BJP is finding it very tough to consolidate its own votes.

Unless BJP does a last-minute wonder in electioneering, BJP is at disadvantage in Silchar. The chief minister’s visits to Silchar as well as Rahul Gandhi’s visit to Silchar on the last day of electioneering -- both are attesting the same fact.
