'No question' of giving BJP ticket to Muslim candidate for Belagavi bypoll, says Karnataka minister KS Eshwarappa

Bengaluru: Karnataka rural development minister KS Eshwarappa on Saturday said the BJP will not give ticket to a Muslim in the by-election to Belagavi Lok Sabha seat. Noting that Belagavi was one of the centres of Hindutva, he said the ticket will be given to its proponents.

"In BJP there is no question of Kuruba, Lingayat, Vokkaliga or Brahmin community, we will all sit together and discuss, this is the system, a democratic way. In no party other than BJP there is a democratic system," Eshwarappa pointed out.

Speaking to reporters in Belagavi, the senior BJP leader said state and national leaders will select a candidate who can win by gaining the trust of the people.

"Whether we give (ticket) to Kurubas or Lingayats or Vokkaligas or Brahmins, we will not give to a Muslim. Belagavi is one of the centres of Hindutva, there is no question of us giving tickets to Muslims here," Eshwarappa said in response to a query.

"We will give tickets to Hindutva proponents, I don't know whether we will give it to followers of Sangolli Rayanna, Kittur Chennamma (freedom fighters) or Shankaracharya," he added.

The Belagavi Lok Sabha seat fell vacant recently following the death of Union Minister of State for Railways Suresh Angadi, who represented the seat, due to COVID-19.

The bypoll for the seat is yet to be announced by the Election Commission.

This is not the first time Eshwarappa has made such comments. In April last year, Eshwarappa had in Koppal said BJP will not give tickets to Muslims to contest the elections as they do not believe in the party.

However, he had subsequently clarified that he was not hater of any community including Muslims and his statement was in response to a question about a specific leader from the community getting a ticket from the BJP.

Indian Navy recovers some debris of crashed MiG-29K in Arabian sea; search for second pilot on

Mumbai/Panaji: The Indian Navy has recovered some debris of the MiG-29K aircraft that went missing four days back in the Arabian Sea off the Goa coast, a spokesperson said on Sunday, adding the search continued with ships and aircraft for missing pilot Cdr Nishant Singh.

In addition to nine warships and 14 aircraft engaged in the search efforts, the Indian Navy's Fast Interceptor Craft are also deployed to search waters along the coast, a defence release said.

"Indian Navy's search and rescue effort to locate the second pilot of the MiG-29K trainer aircraft which ditched off Goa on 26 November continues with extensive deployment of naval ships and aircraft," a defence release said.

"Some debris of the aircraft, including landing gear, turbocharger, a fuel tank engine, and wing engine cowling has been located," it said.

The Marine Police and Coastal Police are on the lookout and nearby fishing villages have been sensitised, the release added.

The Russian-origin jet had taken off from aircraft carrier INS Vikramaditya and went down at 5 pm on Thursday, officials had said, adding that one pilot of the aircraft had been rescued.

The MiG-29K is an all-weather carrier-based multirole fighter aircraft developed by Russian aerospace company Mikoyan (MiG). The Indian Navy had procured a fleet of 45 MiG-29Ks from Russia over a decade back at a cost of around USD 2 billion to operate from INS Vikramaditya.

INS Vikramaditya was part of the second phase of the Malabar exercise involving navies of India, the US, Australia, and Japan.

The MIG-29K fleet onboard the aircraft carrier was also involved in the mega naval drill that took place from November 17 to 20.

Guwahati Police arrests man who appeared on behalf of JEE Mains topper from Assam

Delhi: A man was arrested by the Guwahati Police from Delhi for appearing in the Joint Entrance Examination Mains on behalf of the candidate who 'topped' the test in Assam, officials said on Sunday.

A team, led by Additional Deputy Commissioner of Police (West) Suprotive Lal Baruah, arrested Pradeep Kumar, the eighth accused to be nabbed in connection with the case, they said.

Prime accused Bhargav Deka, the owner of city-based coaching institute Global Edu Light, was arrested on 1 November.

The others arrested in the case are Neel Nakshatra Das, who 'topped' the examination in the state and at present is out on bail, his doctor father Jyotirmoy Das, a woman employee of the coaching institute and three other alleged accomplices.

The woman employee was arrested on 31 October and the other five accused on 28 October.

Baruah is heading a special investigating team, set up to probe the scam that came to light due to a viral phone call conversation, in which Neel had purportedly admitted to his friend that a proxy was used for appearing in the examination, held on 5 September.

Subsequently, a complaint was filed by one Mitradev Sharma on 23 October in the Azara police station, alleging that Neel did not take the exam but had used a proxy.

Neel allegedly had entered the examination centre in the Borjhar area but came out after registering the biometric attendance with the help of an invigilator, and someone else took the test on his behalf.

The complainant had also alleged that his parents, both of whom are practising doctors, had paid a sum of Rs 15- 20 lakhs to a private coaching institute in Guwahati to help him crack the examination.

Arvind Kejriwal issues directives to reduce price of RT-PCR COVID-19 test in Delhi

New Delhi: Delhi chief minister Arvind Kejriwal on Monday said he has issued directives to reduce the price of the RT-PCR test in the National Capital, saying it will help those going to private labs for COVID-19 tests.

Currently, people have to spend Rs 2,400 for the RT-PCR test at private labs.

"I have directed that the rates of RT PCR tests be reduced in Delhi. Whereas tests are being conducted free of cost in govt establishments, however this will help those who get their tests done in private labs," Kejriwal tweeted.

Delhi health minister Satyendar Jain in reply to the chief minister's tweet said orders for this will be issued immediately.

CA November 2020 exams: ICAI changes exam centres in Hyderabad, Secunderabad and Lucknow due to 1 Dec elections

The Institute of Chartered Accountants of India (ICAI) has announced that test centres of students for CA November 2020 exams in Hyderabad, Secunderabad and Lucknow have been shifted due to election on 1 December. The ICAI has released a notification in which the names and addresses of existing centres and new centres are given. Those who live in any three of these cities can check the notification by visiting the official website of the ICAI at icai.org.

The ICAI has changed 15 centres for the paper scheduled to be held on 1 December in Hyderabad, Secunderabad and Lucknow.

The remaining papers will be taking place at the existing centres. New centres have only been allotted for 1 December.

India Today reported that CA November exams 2020 admit cards will be valid at the new exam centres and no new hall ticket will be issued for 1 December.

The ICAI had previously rescheduled its intermediate and IPC examination in Tamil Nadu and Puducherry in view of the destruction and power outages caused by Cyclone Nivar, which made landfall in the state and the union territory last week.

CA November exams 2020 started on 21 November after being postponed several times due to COVID-19 pandemic. The exams are being conducted following the COVID-19 guidelines.

Almost two weeks ago, the ICAI released a notification informing about the shifting of test centres for CA November 2020 exams. The exam centres were changed due to “unavoidable circumstances.” It shifted the exam centres for all candidates in some cases, while it changed test centres for students of specific courses in a few cases.

The notification contained list of centres across the country. The ICAI made changes to 30 exam centres for CA November 2020 exams, which started on 21 November and will end on 14 December.

Earlier in November, the ICAI asked students to submit their “genuine concerns” if their exam centres fell in containment zones.

Roscosmos claims an ISRO satellite made dangerous pass of a Russian satellite

The Russian space agency has said that a satellite sent into space by the Indian Space Research Organisation (ISRO) recently had a close pass-by with a Roscosmos satellite. According to a tweet from the official handle of Roscosmos, India’s cartography satellite Cartosat-2F missed a collision with Russian Kanopus-V in the outer space last Friday, 27 November. The 700 kg Indian sat came as close as 224 metres to the 450 kg Russian satellite.

Roscosmos referred to the information given by TsNIIMash and analytical centre of the Warning Automated System of Hazardous Situations to state that at 7.19 am IST the satellites brushed dangerously past each other. Both the satellites are meant to carry out earth’s remote sensing.

WION quoted an anonymous source with expertise on the matter to state that two satellites in orbit should maintain the distance of at least one kilometre to safely pass by. The minimum distance of 224 meters is “scary” and the incident can be considered to be a collision miss. The report added that generally, “when two satellites are predicted (based on calculations) to make a close pass, a decision is taken to manoeuvre one of them away in advance (usually days ahead)”.

Although the Russian side has made the matter public, ISRO is yet to comment on it. Also, it is not clear why the Indian satellite went that close to the foreign satellite.

This incident again brings to focus the increasing traffic in outer space, especially the low-Earth orbit. All space agencies use certain prediction techniques to calculate and maneuver the path of their satellites. But there is a chance that the calculations do not predict the path of other satellites correctly leading to collisions. Satellites also need to steer clear of any space debris.

Hinting to the speedy increase in space debris, a few months back scientists had noticed space junk in broad daylight for the first time.

Narendra Modi to chair all-party meet to discuss COVID-19 situation at 10.30 am on 4 December

New Delhi: The government has called an all-party meeting to discuss the COVID-19 pandemic situation on 4 December that will be chaired by Prime Minister Narendra Modi, sources said on Monday.

Floor leaders of all parties from both Houses of Parliament have been called for the meeting, which will be held virtually on Friday at 10.30 am, sources told PTI. The Parliamentary Affairs Ministry is coordinating the meeting and has reached out to floor leaders of all parties, they said.

This will be the second all-party meeting called by the government to discuss the COVID-19 situation since the outbreak of the pandemic.

The top brass of the government including Defence Minister Rajnath Singh, Home Minister Amit Shah, Health Minister Harsh Vardhan are expected to attend the meeting. Parliamentary affairs minister Pralhad Joshi and minister of state Arjun Ram Meghwal will also attend the meeting.

The meeting is being held at a time when it is being contemplated to merge the Winter session of Parliament with the Budget session in wake of rising COVID-19 cases in the National Capital.

The meeting also assumes significance as it is being held after Modi's visit to pharmaceutical companies in Ahmedabad, Hyderabad and Pune to review coronavirus vaccine development work there.

Dr Sheetal Amte-Karajki, granddaughter of Baba Amte, found dead in Maharashtra’s Chandrapur

Public health expert Dr Sheetal Amte-Karajki, the granddaughter of the legendary social worker Baba Amte, has died allegedly by suicide, according to several media reports.

Sheetal, who was in her forties, was the CEO of Maharogi Sewa Samiti (MSS) , which is known for doing social work among leprosy patients.

As per a report by Lokmat, she was found dead in Anandwan at her residence in Maharashtra's Chandrapur district.

The medical officer told Lokmat she injected herself with poison.

The Chandrapur police are investigating.

The body has been sent for post-mortem, reported Deccan Herald.

A few weeks ago, the doctor had posted a live video on her Facebook account wherein she had levelled some serious allegations against the trust (MSS) and the Amte family, reported Free Press Journal.

However, the video was deleted within 2 hours.

According to Mumbai Mirror, after the video was deleted, the Amte family released a statement refuting all allegations.

MSS was founded by Baba Amte in 1949 to uplift the marginalised, especially those with disabilities like leprosy afflicted, orthopedically handicapped, vision and hearing impaired, and primitive tribal populace.

XAT 2021: Fill application form for exam by today at xatonline.in; test to be conducted on 3 January

The last date for registration for XAT 2021 is 30 November, for which candidates can visit the official website xatonline.in.

XAT 2021 will be conducted on 3 January from 9.30 am to 12.30 pm in the online mode. Xavier School of Management (XLRI) holds XAT on behalf of Xavier Association of Management Institutes (XAMI).

How to apply for XAT 2021:

Step 1: Type the name of the official website xatonline.in on search bar
Step 2: Click on Register option, which is located on the top right corner of the website
Step 3: Enter the required credentials to register
Step 4: Then, log in using email ID and password
Step 5: Select the preferred exam city and fill the application form
Step 6: Upload required documents in the prescribed format
Step 7: Pay exam fee and submit the application form
Step 8: Take the printout of the form for future reference

The application fee for XAT 2021 is Rs 1750. The exam will take place in 70 cities across the country and the score will be used by more than 160 institutes for the admission. Xavier Aptitude Test is held for admission to Management programmes in XLRIs and various other institutes.

To be eligible for XAT 2021, candidates must have completed bachelor’s degree. Those who are in final year of bachelor’s degree can also apply for XAT 2021. There is no maximum age limit to appear for the exam.

The paper will have 99 questions and three hours will be provided for completing the test. There will be four sections - Quantitative Ability and Data Interpretation, Verbal and Logical Ability, Decision Making and General Knowledge.

Those who get through XAT 2021 will get a call for interview. Candidates who qualify the personality test or interview will receive the call letter for admission.

Days after ‘very severe’ Cyclone Nivar wreaks havoc, Tamil Nadu now fears storm on 2 December

New Delhi: Less than a week after Cyclone Nivar battered Tamil Nadu, another storm is expected to affect the southern state, the India Meteorological Department (IMD) said on Monday.

The cyclone will cross the Sri Lanka coast on 2 December and will bring heavy rain over Tamil Nadu and Kerala, it said.

Last week, "very severe cyclonic storm" Nivar had hit Tamil Nadu. While there were no reports of loss of life, about 2.5 lakh people were housed in cyclone shelters in the state as part of safety measures.

The IMD has issued a red-colour coded warning for the southern areas of Tamil Nadu Kerala in view of the brewing storm and said that these areas are expected to receive heavy to very heavy rainfall.

As the sea is expected to become rough due to the weather system, fishermen are advised not to venture into the southeast and adjoining southwest Bay of Bengal from the night of 1 December and along and off east Sri Lanka coast, Comorin area, Gulf of Mannar and Tamil Nadu-Kerala coasts from forenoon of 2 December for the subsequent 24 hours.

Also, those who are out at sea are advised to return to the coast by 30 November, it said.

According to the IMD, a well-marked low pressure area in the Bay of Bengal intensified into a depression.

"It is very likely to intensify further into a deep depression during the next 24 hours. It is also likely to intensify further into a cyclonic storm. It is very likely to move west-northwestwards and cross the Sri Lanka coast around the evening of 2 December," the IMD said.

"It is very likely to move nearly westwards thereafter and emerge into the Comorin area on December 3 morning,” the Cyclone Warning Division of the IMD said.

The IMD said squally weather with wind speed would gradually increase becoming 55-65 kilometres per hour gusting to 75 kmph over southeast and adjoining southwest Bay of Bengal from the night of 1 December and 70-80 kmph gusting to 90 kmph over southwest Bay of Bengal, along and off Sri Lanka coast.

Winds with a speed of 45-55 kmph gusting to 65 kmph are likely over the Comorin area, Gulf of Mannar and Tamil Nadu-Kerala coasts from December 2 forenoon for subsequent 24 hours.

Will declare decision 'as soon as possible', says Rajinikanth on entering politics

Chennai: After brainstorming with his followers, Tamil superstar Rajinikanth on Monday said he would make known his decision on entering politics as soon as possible.

The top star said he met the district secretaries of his 'Rajini Makkal Mandram' and deliberated the possibility of his political foray today.

While the office-bearers expressed their opinions, he conveyed his views on the matter to them, he told reporters outside his Poes Garden residence after winding up consultations with RMM secretaries at Raghavendra Kalyana Mandapam.

"They (functionaries) told me that they are with me whatever my decision may be. I will make known by decision (on political foray) as soon as possible," he said and raised both his hands to gesture 'Vanakkam' in his inimitable style.

Assembly elections are due in Tamil Nadu from April- May 2021.

Last month, Rajinikanth had for the first time disclosed that he had undergone a kidney transplant in 2016 in the United States and that the doctors were against him venturing into politics in view of the coronavirus pandemic.

Also, he had said that he would announce his decision on entering politics after consultations with office-bearers of his Mandram.

Stop banks from offering cashbacks on online purchases, CAIT demands in letter to Nirmala Sitharaman

Traders’ body Confederation of All India Traders (CAIT) said in a letter to Finance Minister Nirmala Sitharaman that banks act in collusion with e-commerce companies to provide incentives to customers, which goes against the Reserve Bank of India’s Fair Practices Code.

“In the present case, it has been noticed that several Banks including State Bank of India, Bank of Baroda, ICICI Bank,, Axis Bank, Citi Bank, HDFC Bank, Kotak Mahindra Bank, HSBC Bank, RBL Bank and others have entered into an unholy alliance with e-commerce companies prominently with Amazon and Walmart-owned Flipkart, forming a cartel and thereby granting 10 percent cash back and other incentives in lieu of making payments using respective bank cards while purchasing goods from online portals,” wrote Praveen Khandelwal, National Secretary General, CAIT.

However, the letter said these banks don’t provide the same benefit to shoppers who use online mode of payment while buying directly from traders. This, he wrote, is hindering with the smooth functioning of small scale shops thus breaching the ‘right to trade’ guaranteed in the constitution to every Indian in addition to being a violation of Competition Act, 2002.

The traders’ body called for immediate action to stop the practice and a thorough probe into why banks were extending discounts only on purchase from designated e-commerce portals.

“Surprisingly, till date, no auditor or competent authority has ever questioned this discrepancy and neither the Reserve Bank of India has questioned such a brazen unethical irregularity of business by the banks,” the letter stated.

CAIT had earlier written to Prime Minister Narendra Modi seeking an empowered regulatory authority to regulate and monitor the e-commerce business in India, claiming that "big e-commerce companies having deep pockets are leaving no stone unturned in monopolising the e-commerce business and retail trade of India with their malpractices and violating FDI policy of the government and relevant laws and rules".

Hyderabad civic polls: Over 74,000 voters to exercise their franchise tomorrow; polling to begin from 7 am

Hyderabad: The stage is set for polling on Tuesday in the Hyderabad civic polls which witnessed a high decibel campaign resembling an Assembly or parliamentary election with top leaders from different parties participating in the electioneering.

As many as 74,44,260 voters would exercise their franchise using ballot papers to elect their representatives in the 150-ward Greater Hyderabad Municipal Corporation (GHMC), according to official data.

The polling would begin at 7 am and come to an end at 6 pm.

The total number of contesting candidates is 1,122.

The Telangana State Election Commission (SEC) has made elaborate arrangements for the balloting process by deploying 48,000 (including reserve) polling personnel and 52,500 strong police force.

The Commission had decided to conduct the election with ballot papers after obtaining the views of major political parties, Health department in view of COVID-19 and taking into consideration various relevant issues, it said earlier.

The SEC has conducted a campaign, featuring some film personalities, to motivate the electorate to vote.

Observing that all arrangements, including those in view of the COVID-19 pandemic, have been made for smooth polling, State Election Commissioner C Parathasarathi has appealed to the voters to exercise their franchise.

The run-up to the polling witnessed a high decibel and often acrimonious campaign.

Buoyed by its victory in the recent bypoll to Dubbak Assembly constituency, the BJP conducted a powerful campaign to win the GHMC polls.

It has drafted its General Secretary Bhupendra Yadav, who has been itsincharge for Bihar, to supervise the preparation for the poll in Hyderabad.

Top leaders, including Union Home Minister Amit Shah, party president J P Nadda, Uttar Pradesh Chief Minister Yogi Adityanath, Union Ministers Prakash Javadekar, Smriti Irani and MoS (Home) G Kishan Reddy, who is Lok Sabha member from Secunderabad, party MP and BJYM national president Tejaswi Surya participated in the campaign.

The BJP highlighted the TRS' "alliance" with the AIMIM and sought votes to provide clean and transparent governance in the city.

The TRS, however, denied any alliance with the AIMIM.

The TRS' campaign was led by its Working President and state Municipal Administration Minister K T Rama Rao, while party supremo and Chief Minister K Chandrasekhar Rao addressed a public meeting.

The state's ruling party has deployed several state ministers and legislators for canvassing in the city.

The Congress campaign was led by its state president N Uttam Kumar Reddy and Working President A Revanth Reddy and other senior leaders.

Once a major force in the state, but marginalised now, the TDP sought to revive its fortunes highlighting the development witnessed in the city, including in the IT sector, during N Chandrababu Naidu's regime as Chief Minister in undivided Andhra Pradesh.

The TRS and BJP leaders were engaged in a war of words attacking each other.

BJP's Telangana president Bandi Sanjay Kumar found himself in a row following his comments that his party would conduct a "surgical strike" in the old city here to send away Rohingyas and Pakistanis after it wins the post of Mayor in the polls.

AIMIM's Akbaruddin Owaisi in a poll campaign earned the wrath of his opponents by asking whether the 'samadhis' of former Prime Minister PV Narasimha Rao and TDP founder NT Rama Rao, built on the Hussain Sagar lake bank, would be removed as he questioned the eviction drive against "poor people" residing near water bodies.

Counting of votes will be taken up on 4 December.

Indian Coast Guard Recruitment 2020: Apply for 50 vacancies for position of cook and steward at joinindiancoastguard.gov.in

The Indian Coast Guard has put out a notification for the recruitment to the post of Navik {Domestic Branch (Cook & Steward)}. The application for these posts will be accepted between 30 November and 7 December. Those who want to apply can do so by visiting the official website of the Indian Coast Guard at  joinindiancoastguard.gov.in.

There are 50 vacancies for the post of Navik {Domestic Branch (Cook & Steward)}. Out of the total vacancies, 20 are for the General category, five for Economically Weaker Section (EWS), 14 for Other Backward Class, three for Scheduled Tribes, and eight for Scheduled Castes.

Those who register within the stipulated time will be able to download e-admit cards between 19 and 25 December.

Those applying should check eligibility criteria before filling the registration form. According to the Hindustan Times, candidates should be between 18 and 22 years of age. The cut-off date for the maximum age limit is 1 April, 2021. There is relaxation in the upper age limit for candidates belonging to reserved categories.

To be eligible for the post of Navik (DB), candidates should have passed Class 10 with 50 percent marks. However, a relaxation of five percent in minimum required marks will be provided to SC and ST candidates.

This relaxation of five percent marks in the minimum required score also applies to outstanding sportspersons of National level who have obtained first, second or third position in any field of sports events at the Open National Championship or Inter-state National Championship.

According to Jagran Josh, the exam for the post of Navik (DB) is expected to be held in January 2021. The paper will contain objective type questions. It will have questions from Quantitative Aptitude, Mathematics, General Sciences, General English, General Awareness (Current Affairs and General Knowledge), and Reasoning (Verbal and Non-Verbal).

Those who get through the written exam will be called for Physical Fitness Test (PFT) and Initial Medical Examination (Preliminary).

Tamil Nadu to reopen public beaches, final-year undergraduate classes from 7 Dec, says CM K Palaniswami

Chennai: Chief Minister K Palaniswami on Monday said social, political and entertainment events would be allowed in auditoriums and announced the opening of colleges for final year undergraduate students from 7 December.

Beaches including the Marina in Chennai and tourist places shall be opened for public and swimming pools would be allowed to operate for training purposes, he said listing out fresh relaxations effective 1 December.

Undergraduate final year classes for all colleges and universities including arts, science, technology, engineering, agriculture, fisheries and veterinary and hostels for them are permitted to start on 7 December, the Chief Minister said adding from the same day, classes for UG and postgraduate medical and para-medical courses shall begin.

Classes for freshers who enroll during the current 2020-21 academic year would, however, begin from 1 February, next year, he said.

Also, exhibition centres would be allowed to function for 'business to business' purposes.

Social, political, and entertainment programmes shall be allowed from  1 to 31  December after obtaining prior permission from authorities, he said.

The number of participants for events at auditoriums should be confined to a maximum of 200 people or 50 percent of the total seating capacity, Palaniswami said in an official release.

Permission should be obtained from the police commissioner in Chennai and from district collectors in the rest of Tamil Nadu for indoor functions.

Amid the BJP and DMK repeatedly trying to take out rallies ahead of Assembly elections next year, Palaniswami said a decision on allowing events in open spaces would be taken in keeping with the pace of virus spread in the coming days.

Assembly elections are due during April-May 2021 in Tamil Nadu.

Extending curbs till 31 December in containment zones and for international air travel in sync with the Centre's norms, the Chief Minister appealed to the public to wear masks and maintain hygiene to help prevent the spread of coronavirus.

The Standard Operating Procedures shall apply to all activities that have been allowed.

Barring those from neighbouring Puducherry, Karnataka, and Andhra Pradesh, e-registration shall continue to be applicable for people visiting Tamil Nadu from all other states.

Pune's Giant Metrewave Radio Telescope bags 'IEEE Milestone' status for contributions, achievements

The Giant Metrewave Radio Telescope (GMRT) near here has received the prestigious ''IEEE Milestone'' status that honours significant technical achievements and excellence in unique products, services, seminal papers and patents for the benefit of humanity, authorities from National Centre for Radio Astrophysics (NCRA) said on Friday.

The Institute of Electrical and Electronics Engineers is the world's largest technical professional organization dedicated to advancing technology in all areas related to electrical and electronics engineering.

As per the NCRA, this is only the third such IEEE Milestone recognition for an Indian contribution.

"It is a very proud and special moment, not just for GMRT and NCRA (and the global astronomy community), but also for the science and technology fraternity in the country, to see a modern, made in India facility earn this international recognition," Professor Yashwant Gupta, NCRA centre director, said at a press conference.

He said this was a fitting tribute to late Prof Govind Swarup, who was the driving force behind GMRT.

"It was fantastic to work with colleagues from IEEE on this project. I appreciate their support, the sense of purpose and genuine enthusiasm towards the common objective," Gupta said, adding the IEEE recognition will provide broader visibility to GMRT at the global level.

Harish Mysore, senior director, IEEE (India Operations) said IEEE has recognised 212 milestones all over the world for their scientific and engineering contributions.

"The GMRT is the third IEEE Milestone in India. It not only recognises contributions of scientists and engineers of India, but also helps attract young talent towards fundamental science and engineering," he added.

The previous two Indian IEEE milestones (recognized in 2012) were for pioneering work by Sir JC Bose in 1895 to demonstrate the generation and reception of radio waves, and for the Nobel prize-winning discovery by Sir CV Raman in 1928, Mysore informed.

The GMRT is among the largest and most sensitive low- frequency radio observatories in the world. It is operated by Pune-based NCRA, which is part of the Tata Institute of Fundamental Research, Mumbai.

It consists of an array of 30 antennas of 45 metre diameter each with sophisticated electronics and computing for processing data.

The GMRT was proposed in the late 1980s, built and made operational during the 1990s, and opened for use by the global astronomy community in 2002.

Rajkot hospital fire: Five booked for causing death by negligence; probe reveals violation of multiple fire safety norms

Ahmedabad: Five persons were booked on Sunday on the charge of causing death by negligence, two days after a fire at a designated private COVID-19 hospital in Gujarat's Rajkot killed five patients, police said, adding that probe revealed violation of multiple norms by management of the hospital.

The accused included chairman, executive director, and other officials of Gokul Healthcare Pvt Limited which operates Uday Shivanand COVID Hospital, where the five deaths had occurred.

"The five persons, including top officials of Gokul Healthcare, have been booked under Section 304-A (Causing death by negligence) of the Indian Penal Code after probe revealed gross negligence on their part. Norms were flouted to run the hospital. There was also absence of fire safety facilities," Rajkot DCP Manoharsinh Jadeja told reporters.

The accused are identified as Prakash Moda, chairman of Gokul Healthcare, Vishal Modha, executive director, Tejas Karamta, a director, and Tejas Motavaras and Digvijaysinh Jadeja, the DCP said.

"The five accused are being questioned. We will conduct COVID-19 tests before arresting them," he said.

Jadeja said the new COVID-19 hospital began functioning after getting permission on 15 September.

"The hospital was started in three floors rented at a hospital being run by Shivanand Mission Trust. Several norms were found to be flouted and negligence of hospital administrators came to fore during investigation," he said.

The DCP said the ICU emergency gate was found blocked, as a result of which it could not be used for rescue when the blaze erupted.

"There was also lack of ventilation. One of the five patients died of asphyxiation due to lack of ventilation," he said citing postmortem report.

The Uday Shivanand COVID Hospital is a 57-bed hospital with only a four-foot door and a staircase which hampered the rescue operation, he said.

The ICU entry door is not constructed as per the standard norms and there is no fire or emergency exit signages, the police officer said.

He said mandatory sprinkler system was not fitted inside the hospital and the staff was not trained to handle fire-fighting equipment.

While five coronavirus patients died in the incident on early Friday, 28 other coronavirus patients undergoing treatment were rescued.

Preliminary probe had revealed the blaze occurred due to a short circuit in a ventilator in the ICU ward of the hospital.

NEET Counselling 2020: MCC to release Round 2 allotment letter today at mcc.nic.in

The Medical Counselling Committee (MCC) will release the NEET 2020 allotment letter for the second round of counselling on Monday, 30 November, on its official website at mcc.nic.in.

Candidates who have registered for the second round of NEET counselling this year are advised to download their NEET 2020 allotment letters in the online mode once the allotment letters are officially released on the website.

The final result for Round 2 of UG 2020 counselling is currently available and the downloading of allotment letter facility is going to be available from Monday. The report added that the registration for the second round of NEET counselling had begun on 20 November. The last date to fill and lock their choices of seats was till 24 November.

SII rejects Covishield volunteer's allegations; PM to interact with 3 teams making COVID vaccine today

With 41,810 more testing positive in a span of 24 hours, India's coronavirus caseload on Sunday inched closer to 94 lakh mark, while the countrywide recovery rate touched 93.71 percent, said the Union health ministry in its morning update.

The total number of cases had crossed 20 lakh on 7 August, 30 lakh on 23 August and 40 lakh on 5 September. It surged past 50 lakh on 16 September 16, 60 lakh on 28 September, 70 lakh on 11 October. The tally crossed 80 lakh on 29 October, and surpassed 90 lakh on 20 November.

At 4,53,956, active COVID-19 cases remained below five lakh for the 19th consecutive day. Such cases comprise 4.83 percent of the total caseload, showed the ministry's the data.

The Serum Institute of India (SSI) termed as 'malicious and misconceived' the allegations of serious side effects by a 40-year-old man who took part in the third phase of the the 'Covishield' vaccine trial in Chennai.

The vaccine manufacturer's statement came as officials said the Drugs Controller General of India (DCGI) and institutional ethics committee are investigating the business consultant's claims that he suffered serious neurological and psychological symptoms after taking a dose of the vaccine.

The man has sought a compensation of Rs 5 crore, besides seeking that the testing, manufacturing, and distribution of the vaccine be stopped immediately.

Toll in India reaches 1,36,696

The total coronavirus cases mounted to 93,92,919  while the toll climbed to 1,36,696 with 496 new fatalities on Sunday, as per the health ministry's data updated at 8 am.

The number of people who have recuperated from the novel coronavirus infections surged to 88,02,267, with 42,298 new recoveries while the COVID-19 case fatality rate stands at 1.46 percent, according to the ministry.

Nearly 71 percent of the 496 new COVID-19 fatalities reported 24 hours were from eight states and Union Territories (UTs) with Delhi recording the highest number of 89 deaths, followed by Maharashtra with 88 and West Bengal with 52, the ministry said.

It further said that 22 states and UTs have recorded case fatality rates lower than the national average of 1.46 percent.

Maharashtra recorded the highest positive change with the addition of 1,940 cases, whereas Delhi recorded the highest negative change with a decrease of 1,603 active cases in a span of 24 hours, the ministry said.

The ministry said 70.43 percent of the daily new cases were contributed by eight states and UTs — Kerala, Maharashtra, Delhi, West Bengal, Rajasthan, Uttar Pradesh, Haryana, and Chhattisgarh.

Kerala leads the tally with 6,250 new COVID cases. Maharashtra recorded 5,965 new cases, while Delhi followed with 4,998 new infections.

The ministry said 68.73 percent of the new recovered cases were observed to be concentrated in eight states and UTs. Delhi has reported the highest number of 6,512 single-day recoveries followed by 5,275 in Kerala and 3,937 in Maharashtra, it said.

According to the ICMR, over 13.95 crore samples have been tested up to 28 November with12,83,449 samples being tested on Saturday.

SII rejects 'malicious' allegations

Meanwhile, SII rejected the charges from a Chennai man that Covishield had adverse effects on him and threatened to seek heavy damages for "malicious" allegations.

The Pune-based Serum Institute has collaborated with Oxford University and pharmaceutical company Astra Zeneca for making the COVID-19 vaccine, 'Covishield', and is conducting trials in India.

"The allegations in the notice are malicious and misconceived. While the Serum Institute of India is sympathetic with the volunteer's medical condition, there is absolutely no correlation with the vaccine trial and the medical condition of the volunteer," SII said in the statement.

The volunteer is falsely laying the blame for his medical problems on the COVID vaccine trial, it added.

"The claim is malicious because the volunteer was specifically informed by the medical team that the complications he suffered were independent of the vaccine trial he underwent. In spite of specifically being made aware of the same, he still chose to go public and malign the reputation of the company," Serum Institute said.

"It is evident that the intention behind the spreading of such malicious information is an oblique pecuniary motive. The Serum Institute of India, will seek damages in excess of 100 crore for the same and will defend such malicious claims," Serum Institute added.

The 40-year-old man who took part in the 'Covishield' vaccine trial in Chennai has alleged serious side effects, including a virtual neurological breakdown and impairment of cognitive functions and has sought Rs 5 crore compensation in a legal notice to Serum Institute, the Director General of ICMR, the Drugs Controller General of India, Central Drugs Standard Control Organisation, CEO, Astra Zeneca UK, professor Andrew Pollard, chief investigator, Oxford Vaccine Trial and the vice-chancellor of Sri Ramachandra Higher Education and Research

The man has also sought that the trial be halted.

He was administered the shot Chennai's Sri Ramachandra Institute of Higher Education and Research (SRIHER), one of the trial sites on 1 October.

As per a legal notice, though there was no side effects for the first 10 days, he subsequently had episodes such as severe headache and vomiting. A doctor suggested investigations like a CT-scan as the man was oblivious of what was happening around him and could not respond to questions.

The man, the notice alleged, suffered acute encephalopathy, damage or disease that affects the brain, following vaccination and all tests confirmed that the setback in his health was due to the test vaccine.

The trauma he underwent after taking it 'clearly proves' that the vaccine was not safe as made out to be and all the stakeholders were trying to hide the adverse effect that the vaccine has had on him, the notice claimed.

He would not have volunteered for the test vaccine if all the potential risk factors of the test vaccine had been known to him. But on the other hand, there was a clear assertion of the safe nature of the test vaccine in the 'Participant Information Sheet  (PIS) which led him to become a volunteer, the notice stated.

An electroencephalogram (EEG) test showed that the brain was affected partially (dysfunction involving both hemispheres and the ascending sensory pathways on both sides from both the lower extremities).

A pyschiatric evaluation revealed a mild deficit in verbal and visual memory functions and an under-functioning in overall cognitive functions, it said.

"He has gone through extreme sufferings, both neurologically and psychologically. The vaccine had led to a virtual neurological breakdown in him."

The notice said it is impossible to "quantify monetarily, the sufferings, trauma, pain and humiliation (of hands, legs and body being tied and fastened firmly to the bed), which he and his family have undergone and are likely to undergo for a long time to come".

Though he suffered severe adverse reaction to the vaccine, the stakeholders failed to follow any of the guidelines mandated by World Health Organisation (WHO), the notice claimed.

The notice given on 21 November by a law firm on the man's behalf said, "Our client states that he must be compensated, in the least, for all the sufferings that he and his family have undergone and are likely to undergo in future."

"He further states that he is still far from being all right and has to be under medical care for a long time to come. Therefore, for all the trauma he is undergoing and with an uncertain future in his health, he should be given a financial compensation of Rs 5 crores within two weeks from the receipt of this notice," it said.

The notice also said that testing, manufacturing and the distribution of the vaccine should also be stopped immediately, "failing which he has no other option except to take appropriate legal action against all the concerned parties, who would be made responsible for all the costs and consequences".

When contacted by news agency PTI, a spokesperson for Ramachandra said, "we also have got the notice," but declined to elaborate.

'Ethics committee and DCGI probing claims'

Dr Samiran Panda, who heads the Epidemiology and Communicable Diseases (ECD) division of the ICMR, said the causal link, if any, of the serious adverse events with the investigational product is objectively assessed in any clinical trial following a pre-defined scientific pathway and within a stipulated period.

"Any hurried inquiry or inference is prone to be wrong. Both the institutional ethics committee and the DCGI are investigating the causal links, if any, between the adverse events and investigational product, which is an anti-coronavirus vaccine," PTI quotes Dr Panda as saying.

The DCGI had on 11 September directed SII to suspend any new recruitment in phase 2 and 3 clinical trials of the Oxford COVID-19 vaccine candidate till further orders in the backdrop of pharma giant AstraZeneca pausing the clinical trials in other countries because of ''an unexplained illness'' in a participant in the study.

However, on 15 September, it permitted the Serum Institute of India to recommence the trial.

Modi to interact with three teams for COVID-19 vaccine

Prime Minister Narendra Modi, who visited Ahmedabad, Pune and Hyderabad on Saturday to review the anti-coronavirus vaccine development and manufacturing, will interact with three teams involved in developing COVID-19 vaccine via video-conferencing on Monday.

The Prime Minister's Office said in a tweet on Sunday that the three teams are from Gennova Biopharma, Biological E and Dr. Reddy's.

US court to hear India’s plea seeking Tahawwur Rana’s extradition for involvement in 2008 Mumbai attacks

Washington: A US court has set February 12 as the date of hearing for extradition of Pakistani-origin Canadian businessman Tahawwur Rana, who has been declared a fugitive by India for his involvement in the 2008 Mumbai terror attack case.

Rana, 59, a childhood friend of David Coleman Headley, was re-arrested on 10 June in Los Angeles on an extradition request by India for his involvement in the 2008 Mumbai terror attack in which 166 people, including six Americans, were killed.

Rana was earlier arrested in October 2009 by US police soon after Headley's arrest at Chicago O'Hare airport.

US District Court Judge in Los Angeles Jacqueline Chelonian said in her order on 13 November that the Extradition Hearing in this case is scheduled for 12 February, 2021, at 10 am.

Rana has time till 21 December to file his opposition to the request for extradition. The United States Government will have another months’ time to file its reply.

In its motion on 28 September, the US government supported Rana's extradition to India where he has been charged with the offenses of conspiracy to wage war, commit a terrorist act, the waging of war, the commission of murder, and a terrorist act.

Rana, in his defense, has argued that the US’ decision not to extradite his co-conspirator, David Headley, to India is inconsistent and bars his extradition.

However, the US government argued differently “because Headley fulfilled the required terms, the plea agreement established that Headley would not be extradited to India,” said US attorney Nicola T Hanna.

“Rana’s situation is different because he neither pleaded guilty nor cooperated with the United States. As a result, cannot avail himself of the benefits afforded to Headley through his negotiated plea. Such a position is neither inconsistent nor a bar to extradition,” he said.

Unlike Rana, Headley immediately accepted responsibility for his conduct and pleaded guilty to all of the charges in the Superseding Indictment, Hanna said.

As per the plea agreement, the United States agreed that it would not extradite Headley to India “for the foregoing offenses, including conduct within the scope of those offenses for which he has been convicted in accordance with this plea so long as he fully discloses all material facts concerning his role with respect to these offenses and abides by all other aspects of this agreement.”

Pakistan-born Rana completed Army Medical College there, and served in the Pakistani Army as a doctor for more than a decade, but eventually deserted.

He is currently a Canadian citizen, but was a resident of Chicago where he had a business. According to the court papers, he has also resided in and traveled to Canada, Pakistan, Germany and England and speaks seven languages.

According to the federal prosecutors, between 2006 and November 2008, Rana conspired with Headley, also known as ''Daood Gilani”, and others in Pakistan to assist Lashkar-e-Taiba (LeT) and Harakat ul-Jihad-e-Islami, both US-designated terrorist organisations, to plan and carry out the Mumbai terrorist attacks.

Pakistani-American LeT terrorist Headley was involved in plotting the 2008 Mumbai terror attack. He was made an approver in the case, and is currently serving a 35-year prison term in the US for his role in the attack.

India seeks his arrest on a number of offences, including the conspiracy to commit murder, conspiracy to commit forgery for the purpose of cheating, and murder under relevant sections of the Indian Penal Code (IPC).

The 2008 Mumbai attack was one of the most horrific terrorist attacks in India in which 166 people were killed and over 300 injured as 10 heavily-armed terrorists from Pakistan created mayhem in the country’s financial capital.

Pakistani national Mohammed Ajmal Kasab, the lone terrorist captured alive, was hanged to death on 21 November, 2012.

Rajsamand BJP MLA Kiran Maheshwari dies at 59 after testing positive for COVID-19

Jaipur: BJP leader and MLA from Rajsamand in Rajasthan Kiran Maheshwari, who had tested positive for coronavirus, died at a hospital in Gurugram.

She was 59.

Maheshwari, a three-time MLA from Rajsamand, had been undergoing treatment at Medanta hospital for the past few days. She passed away late Sunday night.

Lok Sabha Speaker Om Birla, Rajasthan Chief Minister Ashok Gehlot, Assembly Speaker CP Joshi, BJP state president Satish Poonia and other leaders condoled her demise.

"Saddened to know of the untimely demise of BJP leader & Rajsamand MLA Kiran Maheshwari ji. My heartfelt condolences to her family members & supporters in this most difficult time," Gehlot tweeted.

Expressing grief over the MLA''s death, Joshi in a tweet said, "Shocked to hear about the untimely demise of Rajsamand MLA, Kiran Maheshwari Ji. My deepest condolences to the whole family and prayers to God to provide Strength to bear this loss (sic).

New Science, Technology & Innovation Policy 2020 pushes for decentralization, a 'renewed STI ecosystem'

A power-packed apex committee meeting of the new Science, Technology & Innovation Policy (STIP) 2020 discussed various suggestions for the upcoming policy, a statement said on Saturday.

The draft STIP-2020 policy was presented in the meeting held on 26 November, it said.

Secretaries of all science and several line ministries – Ministry of Earth Sciences secretary M Rajeevan; Department of Atomic Energy (DAE) secretary K N Vyas; Scientific & Industrial Research (CSIR) director general Shekhar Mande; Department of Biotechnology (DBT) secretary Renu Swarup; Department of Space secretary K Sivan; Science and Engineering Research Board (SERB) secretary Sandeep Verma; Ministry of AYUSH secretary Vaidya Rajesh and Scientific Secretary at the office of the Principal Scientific Adviser Arabinda Mitra participated and shared their insights and expectations from the STIP 2020.

Heads of several national-level S&T institutions like the IITs, Indian Institute of Sciences, and science organisations also took part in the deliberation process, the statement said.

The meeting, held on 26 November through virtual mode, was chaired by K VijayRaghavan, Principal Scientific Adviser, and co-chaired by V K Saraswat, Member Science, NITI Aayog and Ashutosh Sharma, secretary, Department of Science and Technology.

STIP 2020, India's fifth National Policy for Science, Technology, and Innovation, aims to capture the aspirations of the entire nation through a decentralized, bottom-up, and inclusive approach, the statement said.

From open science to funding priorities, critical human capital to equity and inclusion, strategic technologies to traditional knowledge systems, science diplomacy to science communication this policy promises a renewed STI ecosystem for an Atmanirbhar Bharat, it added.

To remember Guru Nanak is to necessarily remember Bhai Mardana, long extolled as the first Sikh

Among northern India’s more unique communities are the Mirasis. The word ‘Mirasi’ comes from the Arabic ‘miras’ which means inheritance or heritage. And that more or less points towards their traditional occupation. They were the genealogists of yore who kept track of the family tree, its history and were called upon by their patrons to narrate these at family gatherings and functions. Tales of bravery by the warriors of the family, banal accounts of property transactions (especially useful in times of dispute) and the finer details of marriages and alliances — these and other snippets constituted the material that the Mirasis stored in their heads. These homegrown historians often rendered these accounts in song and hence, their skills as musicians were also in demand.

In 1459, Bhai Mardana was born into one such Mirasi family in Rai Bhoi Di Talwandi (Talvandi Rai Bhoe in some accounts) now Nankana Sahib, in the Sheikhupura district of Pakistan. His parents were Bhai Badre and Bibi Lakho. While few details are available about their lives, it would not be wrong to assume that they lived the itinerant Mirasis’ life, going from village to village singing their songs, narrating histories on demand and thus earning their keep. It is likely that owing to the nature of their work and the fact that they hailed from the same village, the family of Bhai Mardana were familiar with Mehta Kalu, who in 1469, became the father of a boy, who would eventually become known to the world as Guru Nanak.

According to the 18th century Sikh scholar and martyr (whose execution is among the more heartbreaking tales of Sikh history) Bhai Mani Singh’s Janamsakhi (there are several Janamsakhis, all of which are early biographies of Guru Nanak, blending mythology and history), Guru Nanak and Bhai Mardana first met in 1480. The young Nanak, a soulful singer, as narrated in 19th century historian, Ratan Singh Bhangu’s Prachin Panth Prakash, fashioned a musical instrument out of reeds and gave it to Mardana to play while he sang.

It was the beginning of a beautiful friendship.

Some years later, Nanak, whose saintly and spiritual demeanour had caused the family much concern, was at Sultanpur, working as a granary-store keeper with Nawab Daulat Khan Lodi, a kinsman of the Lodi dynasty which then controlled Delhi. Hearing some adverse accounts of how Nanak was doing, Nanak’s father sent Mardana to check on how his son was faring.

Mardana made the journey, reconnected with Nanak and never left his side thereafter.

To begin with, Nanak and Mardana organised the singing of hymns every evening. Mardana played the rebab (or rebec), a stringed instrument of Arabian or Iranian origin. A Janamsakhi describes their life in Sultanpur:

Every night they sang hymns … They fed everyone who came … An hour and a quarter before sunrise he (Nanak) would go to the river to bathe, by daylight he would be in the durbar doing his work.

During one such early morning, Nanak would have his first mystical experience. Soon, Nanak decided to forgo the worldly life he was leading and embark on his travels to share with the world at large the message that had been revealed to him.

These travels or Udasis, as they are known, probably began around 1500 and lasted close to a quarter of a century. Accompanying Nanak throughout these travels was Mardana, who — like Nanak — left behind his wife and children in order to disseminate a greater truth.

Setting out from Punjab, together, on foot, they covered an area ranging from Assam in the east to Sri Lanka in the south to Mecca in the west besides Tibet, Sikkim, Kashmir and the length and breadth of their native Punjab. (While historians do not dispute that Nanak travelled extensively, firm evidence for every one of these destinations is sometimes lacking. Nevertheless, popular lore holds that Nanak travelled to all of these places.)

In the course of these travels, the duo came upon many interesting people and incidents. In almost all of these incidents, Mardana was the perfect foil to Nanak, asking him the questions that prompted Nanak to reveal a certain truth that eventually became the foundation of much of his philosophy.

Legend holds that Mardana once asked Nanak about his religion and sought to convert to it. Nanak’s response was to tell Mardana, who was born Muslim, that he should strive to be a good Muslim. Likewise, a Hindu should become a good Hindu. That is how one could become Nanak’s ‘Sikh’, his disciple. So, in essence, Mardana became the first Sikh.

In Mardana’s company, Nanak is also said to have effected many miracles which have been recorded in the Janamsakhis.

Near Hassan Abdal, close to Islamabad in Pakistan, Mardana complained of thirst. Nanak instructed him to trudge up a hillock where a Muslim saint, Wali Qandhari, lived by a pool. Qandhari, on learning about Nanak who was purportedly a saint, thereby refused to allow Mardana use of the pool, asking him to tell his own saint to find water. Nanak, on learning of Qandhari’s rejection, nevertheless insisted that Mardana make the steep climb two more times, before pushing aside a rock near where he sat, to reveal a gushing fountain. Qandhari’s pool soon dried up and enraged, he threw a rock at Nanak from atop the hillock. Nanak is believed to have stopped this with his bare hands. A rock with a handprint is enshrined at the Gurdwara Panja Sahib, which now stands near where this incident occurred.

In another incident narrated in a Janamsakhi, Mardana and Nanak were taken prisoner by the Mughals at Saidpur. Nanak was given a load to carry on his head and Mardana to lead a horse by its reins. Mir Khan, the Mughal commander, purportedly saw that the Guru's bundle was floating above his head and Mardana's horse was following him without the reins, establishing the unusual credentials of the duo.

These stories of miracles were part of the popular imaginings of the time that sought to establish the saint’s credibility and message.

Throughout their time together, music was their constant companion and the many pictorial renderings of Nanak almost always show him singing accompanied by Mardana on the rebab. Nanak, of course, wrote much poetry in Punjabi. So did Mardana. At least three of his poems find place in the Guru Granth Sahib.

Mardana passed away in 1534. There is some disagreement as to where he died. It is likely that he was at Kartarpur, where Nanak had settled down post his Udasis. Some accounts though state that he died in Baghdad, where Nanak was on an Udasi (while it is fairly certain that Nanak did go to Baghdad, the dates are uncertain and hence this disparity). A deep and abiding friendship that had lasted more than half-a-century had come to an end. Nanak followed in 1539.

To remember Nanak is to necessarily remember Mardana, who is extolled as the first Sikh, who stood by his friend and mentor and played an important role in enabling his message to reach a wider audience.

India slams OIC for making 'unwarranted references' to J&K, tells it to refrain in future

New Delhi: India on Sunday strongly hit out at the Organisation of Islamic Cooperation (OIC) for making factually incorrect and unwarranted references to Jammu and Kashmir in resolutions adopted by the grouping at a meeting in Niger, and asserted that the union territory is an integral and inalienable part of the country.

In a strongly-worded statement, India advised the OIC to refrain from making such references in future and said it is regrettable that the grouping continues to allow itself to be used by a certain country "which has an abominable record on religious tolerance, radicalism and persecution of minorities", a clear reference to Pakistan.

The 47th session of the Council of Foreign Ministers (CFM) of the OIC in its meeting on 27 to 29  November at Niamey in Niger had made a reference to India over its policies on Jammu and Kashmir.

"We strongly and categorically reject the factually incorrect, gratuitous and unwarranted references to India in resolutions adopted by the Organisation of Islamic Conference (OIC) at the 47th CFM Session in Niamey," the MEA said.

"We have always maintained that OIC has no locus standi in matters strictly internal to India including that of Union Territory of Jammu and Kashmir which is an integral and inalienable part of India," it said.

The OIC is a grouping of Muslim majority nations.

"It is regrettable that OIC continues to allow itself to be used by a certain country, which has an abominable record on religious tolerance, radicalism and persecution of minorities, to indulge in anti-India propaganda," the MEA said.

It said India strongly advises the OIC to refrain from making such references in future.

SII rejects Covishield volunteer's allegations; PM to interact with 3 teams making COVID vaccine tomorrow

With 41,810 more testing positive in a span of 24 hours, India's coronavirus caseload on Sunday inched closer to 94 lakh mark, while the countrywide recovery rate touched 93.71 percent, said the Union health ministry in its morning update.

The total number of cases had crossed 20 lakh on 7 August, 30 lakh on 23 August and 40 lakh on 5 September. It surged past 50 lakh on 16 September 16, 60 lakh on 28 September, 70 lakh on 11 October. The tally crossed 80 lakh on 29 October, and surpassed 90 lakh on 20 November.

At 4,53,956, active COVID-19 cases remained below five lakh for the 19th consecutive day. Such cases comprise 4.83 percent of the total caseload, showed the ministry's the data.

The Serum Institute of India (SSI) termed as 'malicious and misconceived' the allegations of serious side effects by a 40-year-old man who took part in the third phase of the the 'Covishield' vaccine trial in Chennai.

The vaccine manufacturer's statement came as officials said the Drugs Controller General of India (DCGI) and institutional ethics committee are investigating the business consultant's claims that he suffered serious neurological and psychological symptoms after taking a dose of the vaccine.

The man has sought a compensation of Rs 5 crore, besides seeking that the testing, manufacturing, and distribution of the vaccine be stopped immediately.

Toll in India reaches 1,36,696

The total coronavirus cases mounted to 93,92,919  while the toll climbed to 1,36,696 with 496 new fatalities on Sunday, as per the health ministry's data updated at 8 am.

The number of people who have recuperated from the novel coronavirus infections surged to 88,02,267, with 42,298 new recoveries while the COVID-19 case fatality rate stands at 1.46 percent, according to the ministry.

Nearly 71 percent of the 496 new COVID-19 fatalities reported 24 hours were from eight states and Union Territories (UTs) with Delhi recording the highest number of 89 deaths, followed by Maharashtra with 88 and West Bengal with 52, the ministry said.

It further said that 22 states and UTs have recorded case fatality rates lower than the national average of 1.46 percent.

Maharashtra recorded the highest positive change with the addition of 1,940 cases, whereas Delhi recorded the highest negative change with a decrease of 1,603 active cases in a span of 24 hours, the ministry said.

The ministry said 70.43 percent of the daily new cases were contributed by eight states and UTs — Kerala, Maharashtra, Delhi, West Bengal, Rajasthan, Uttar Pradesh, Haryana, and Chhattisgarh.

Kerala leads the tally with 6,250 new COVID cases. Maharashtra recorded 5,965 new cases, while Delhi followed with 4,998 new infections.

The ministry said 68.73 percent of the new recovered cases were observed to be concentrated in eight states and UTs. Delhi has reported the highest number of 6,512 single-day recoveries followed by 5,275 in Kerala and 3,937 in Maharashtra, it said.

According to the ICMR, over 13.95 crore samples have been tested up to 28 November with12,83,449 samples being tested on Saturday.

SII rejects 'malicious' allegations

Meanwhile, SII rejected the charges from a Chennai man that Covishield had adverse effects on him and threatened to seek heavy damages for "malicious" allegations.

The Pune-based Serum Institute has collaborated with Oxford University and pharmaceutical company Astra Zeneca for making the COVID-19 vaccine, 'Covishield', and is conducting trials in India.

"The allegations in the notice are malicious and misconceived. While the Serum Institute of India is sympathetic with the volunteer's medical condition, there is absolutely no correlation with the vaccine trial and the medical condition of the volunteer," SII said in the statement.

The volunteer is falsely laying the blame for his medical problems on the COVID vaccine trial, it added.

"The claim is malicious because the volunteer was specifically informed by the medical team that the complications he suffered were independent of the vaccine trial he underwent. In spite of specifically being made aware of the same, he still chose to go public and malign the reputation of the company," Serum Institute said.

"It is evident that the intention behind the spreading of such malicious information is an oblique pecuniary motive. The Serum Institute of India, will seek damages in excess of 100 crore for the same and will defend such malicious claims," Serum Institute added.

The 40-year-old man who took part in the 'Covishield' vaccine trial in Chennai has alleged serious side effects, including a virtual neurological breakdown and impairment of cognitive functions and has sought Rs 5 crore compensation in a legal notice to Serum Institute, the Director General of ICMR, the Drugs Controller General of India, Central Drugs Standard Control Organisation, CEO, Astra Zeneca UK, professor Andrew Pollard, chief investigator, Oxford Vaccine Trial and the vice-chancellor of Sri Ramachandra Higher Education and Research

The man has also sought that the trial be halted.

He was administered the shot Chennai's Sri Ramachandra Institute of Higher Education and Research (SRIHER), one of the trial sites on 1 October.

As per a legal notice, though there was no side effects for the first 10 days, he subsequently had episodes such as severe headache and vomiting. A doctor suggested investigations like a CT-scan as the man was oblivious of what was happening around him and could not respond to questions.

The man, the notice alleged, suffered acute encephalopathy, damage or disease that affects the brain, following vaccination and all tests confirmed that the setback in his health was due to the test vaccine.

The trauma he underwent after taking it 'clearly proves' that the vaccine was not safe as made out to be and all the stakeholders were trying to hide the adverse effect that the vaccine has had on him, the notice claimed.

He would not have volunteered for the test vaccine if all the potential risk factors of the test vaccine had been known to him. But on the other hand, there was a clear assertion of the safe nature of the test vaccine in the 'Participant Information Sheet  (PIS) which led him to become a volunteer, the notice stated.

An electroencephalogram (EEG) test showed that the brain was affected partially (dysfunction involving both hemispheres and the ascending sensory pathways on both sides from both the lower extremities).

A pyschiatric evaluation revealed a mild deficit in verbal and visual memory functions and an under-functioning in overall cognitive functions, it said.

"He has gone through extreme sufferings, both neurologically and psychologically. The vaccine had led to a virtual neurological breakdown in him."

The notice said it is impossible to "quantify monetarily, the sufferings, trauma, pain and humiliation (of hands, legs and body being tied and fastened firmly to the bed), which he and his family have undergone and are likely to undergo for a long time to come".

Though he suffered severe adverse reaction to the vaccine, the stakeholders failed to follow any of the guidelines mandated by World Health Organisation (WHO), the notice claimed.

The notice given on 21 November by a law firm on the man's behalf said, "Our client states that he must be compensated, in the least, for all the sufferings that he and his family have undergone and are likely to undergo in future."

"He further states that he is still far from being all right and has to be under medical care for a long time to come. Therefore, for all the trauma he is undergoing and with an uncertain future in his health, he should be given a financial compensation of Rs 5 crores within two weeks from the receipt of this notice," it said.

The notice also said that testing, manufacturing and the distribution of the vaccine should also be stopped immediately, "failing which he has no other option except to take appropriate legal action against all the concerned parties, who would be made responsible for all the costs and consequences".

When contacted by news agency PTI, a spokesperson for Ramachandra said, "we also have got the notice," but declined to elaborate.

'Ethics committee and DCGI probing claims'

Dr Samiran Panda, who heads the Epidemiology and Communicable Diseases (ECD) division of the ICMR, said the causal link, if any, of the serious adverse events with the investigational product is objectively assessed in any clinical trial following a pre-defined scientific pathway and within a stipulated period.

"Any hurried inquiry or inference is prone to be wrong. Both the institutional ethics committee and the DCGI are investigating the causal links, if any, between the adverse events and investigational product, which is an anti-coronavirus vaccine," PTI quotes Dr Panda as saying.

The DCGI had on 11 September directed SII to suspend any new recruitment in phase 2 and 3 clinical trials of the Oxford COVID-19 vaccine candidate till further orders in the backdrop of pharma giant AstraZeneca pausing the clinical trials in other countries because of ''an unexplained illness'' in a participant in the study.

However, on 15 September, it permitted the Serum Institute of India to recommence the trial.

Modi to interact with three teams for COVID-19 vaccine

Prime Minister Narendra Modi, who visited Ahmedabad, Pune and Hyderabad on Saturday to review the anti-coronavirus vaccine development and manufacturing, will interact with three teams involved in developing COVID-19 vaccine via video-conferencing on Monday.

The Prime Minister's Office said in a tweet on Sunday that the three teams are from Gennova Biopharma, Biological E and Dr. Reddy's.

Reservations for Marathas being 'deliberately delayed' in Maharashtra, claims BJP MP Udayanraje Bhosale

Mumbai: NCP leader turned BJP Rajya Sabha MP Udayanraje Bhosale on Sunday said the issue of reservations for the Maratha community in Maharashtra was being delayed deliberately and asked people to seek answers from those responsible.

Speaking to reporters, Bhosale said Maratha quota was overlooked even at the time of the implementation of the Mandal Commission report as the party which ruled the state during that period (in 1990) overlooked problems of the community.

NCP chief Sharad Pawar was the Congress chief minister of Maharashtra at the time.

"All communities, except Marathas, were given reservations under Mandal Commission. The people you trusted and voted for will pull you down," Bhosale said.

He also hit out at the Uddhav Thackeray dispensation for "not taking the issue ahead" and claimed "the state government lawyer" missed a hearing of the quota issue in the Supreme Court, adding that the "community will react to such tactics".

He praised former CM and BJP leader Devendra Fadnavis and said the latter "took the initiative and enacted a law to give Marathas reservations".

Bhosale said Maharashtra Public Services Commission (MPSC) exams should be conducted now by keeping aside seats that will be part of the Maratha quota as the issue was now being heard in the apex court.

The SC recently stayed the implementation of the 2018 law granting reservation to Marathas in jobs and education and referred the matter to a larger Constitution bench.

Farmers' protest: Punjab mechanic burnt alive after car catches fire; no foul play, says police

A mechanic from Punjab who  travelled to Delhi to express solidarity with the farmers protesting against the Centre's farm law was burnt alive after his car caught fire in the intervening night ōf Saturday and Sunday, according to several media reports.

Fifty five-year-old Janak Raj from Punjab's Dhanola travelled to the National Capital to repair tractors being used by protesting farmers, as per Indian Express.

Jhajjar SP Rajesh Duggai was quoted by Indian Express as saying, "The farmers told us that they stopped at Bahadurgarh at 11.30 pm because one of their tractors needed repairing. After some time, Raj went to sleep inside his Swift car. Around 1.30 am, the car caught fire and the man died while he was sleeping."

Police said they inspected the spot and that they did not suspect any foul play, as per the report.

The Jhajjar Police tweeted that the fire was caused by a short circuit inside the car.

The Times of India reported that Raj is survived by his wife, a daughter and son, who runs tuition classes. The report quoted his son Sahil as saying, "My father had gone to Delhi with a tractor mechanic on Saturday afternoon in a Swift car to support mechanics in repairing tractors. We got the information in the morning about him dying in the car. We have yet to get more details."

Meanwhile, Shiromani Akali Dal leader Harsimrat Kaur Badal said Raj's name "will be immortalised" in the movement.

"It was saddening to learn of the death of Janak Raj, a hard worker of the Indian Farmers Union (Ugrahan) who was working as a tractor repairman in the Kisan Andolan, in a fire accident near Bahadurgarh (Delhi-Haryana border). His name will also be immortalized in the history of the peasant movement," she tweeted.

Top 25,000 GST payers of October yet to file returns this month, tax officers to send reminders

New Delhi: GST officers have identified top 25,000 taxpayers who last month filed GST returns but have not yet done so for November and will personally follow up with them by sending SMS and email communications, sources said.

After a high-level review meeting of the Revenue Department officers, it was also decided that GST registration cancellation process can be started for about 5.43 lakh taxpayers who have not filed their returns for the last six or more months.

About 80 lakh sales return or GSTR-3B have been filed so far.

Sources said GST Network, which handles the IT backbone for Goods and Services Tax, along with tax officials will persuade these 25,000 taxpayers who have defaulted on the filing of GSTR-3B returns by due date, that is, by 20 November, 2020, for the month of October.

"Tax officers have been directed to follow up personally with these defaulting taxpayers so that their GSTR-3B returns due for the month get filed by 30 November, 2020. These top 25,000 taxpayers, who have not yet filed their returns, were identified on the basis of last month's statistics," a source said.

Sources said that the GSTN has also been directed to send 1 lakh SMS and e-mail reminders per day to the taxpayers, particularly to the defaulting taxpayers, to file the return in due time.

As per GST rules, for the supplies made in the month of October, the GSTR-3B returns were expected to be filed in a staggered manner by 20, 22 and 24 November. Those having turnover above Rs 5 crore annually are expected to file their GSTR-3B by 20 of the month.

However, these identified 25,000 top taxpayers are yet to file their returns as on today, they added.

GST collections crossed Rs 1 lakh crore mark first time since February, at over Rs 1.05 lakh crore in October, reflecting pickup in economic activity and demand. In October too 80 lakh GST returns were filed.

GST revenue had topped Rs 1 lakh crore in 8 out of 12 months of 2019-20 fiscal. In current fiscal, the revenues have taken a hit due to COVID lockdown and consequent slowdown in economy.

Revenue in April was Rs 32,172 crore, May (Rs 62,151 crore), June (Rs 90,917 crore), July (Rs 87,422 crore), August (Rs 86,449 crore), September (Rs 95,480 crore) and October (Rs 1,05,155 crore).

Meanwhile, in its nationwide drive launched in the second week of November against GST fake invoice frauds, the Directorate General of GST Intelligence (DGGI) and Central GST Commissionerates have so far arrested 85 persons for allegedly availing or passing on ineligible ITC fraudulently and have booked 981 cases against more than 3119 fake GSTIN entities identified across the country, sources said.

Delhi Congress to begin block-level organisational rejig next week, priority will be given to COVID-19 volunteers

New Delhi: Organisational restructuring in the Delhi Congress is expected to begin next week at the block level and priority will be given to party men who worked hard during COVID-19 relief work, Delhi Congress president Anil Chaudhary said on Sunday.

Senior party workers will be deputed as observers in all 270 blocks to gather names recommended for appointment as presidents of party's block units. The process will be completed in the next one week, Chaudhary told PTI.

"A massive relief work was undertaken by the Delhi Congress to distribute food, ration kits and help migrant workers moving to their states. We will give priority in appointments to those leaders and workers who dedicatedly participated in this work for months," he said.

Those leaders who have performed well in relief work will be retained and given appointments while those who remained aloof and did not show any enthusiasm will be shunted out, he said.

The block-level changes were last made in 2018 with the appointment of new president units by then Delhi Congress president Ajay Maken.

The block committees were dissolved by then Delhi Congress president Sheila Dikshit, after the Lok Sabha debacle of the party in 2019.

Organisational restructuring in the Delhi Congress is long overdue although three presidents have been changed in the past two years.

Chuadhary said around 35 of the 270 block president posts are lying vacant. Some block presidents also died due to coronavirus infection, he said.

The organisational restructuring in the Delhi Congress will be a bottom to top exercise from block to district and state level. After block presidents, the restructuring of 14 district units will be taken up, said the Delhi Congress president.

The Pradesh Congress committee that is almost non-existent for 6-7 years is also to be overhauled with appointments to various important organisational posts

Kumar was appointed the Delhi Congress president in March this year. His predecessor Subash Chopra quit in February after the party failed to win even one seat in the 2020 Delhi Assembly election.

Congress president Sonia Gandhi also named five vice-presidents of Delhi Congress — Abhishek Dutt, Mudit Agarwal, Jaikishan, Ali Hassan and Shivani Chopra — to work with Kumar.

The Congress ruled for 15 years in Delhi under Sheila Dikshit till 2013. The political fortunes of the party plummeted with the rise of AAP, and it failed to even open its account in successive assembly polls in 2015 and 2020.

Farmers' protests: Will block 5 entry points into Delhi, won't shift to 'open jail' Burari ground, say farmers after meeting

After days of staging a protest at Delhi's Singhu and Tikri borders, farm leaders on Sunday demanded that the Centre must repeal the three new farm laws as they are "anti-farmer and pro-corporate", and that MSP should be guaranteed.

Addressing reporters after a meeting to deliberate how to engage in talks with the Centre, farmer union leaders rejected the Centre's offer to move to Delhi's Burari ground and said that they will block five main entry points into the National Capital, as part of their protest.

After the meeting, Surjeet Phul, president of BKU Krantikari was quoted as saying, "We've decided that we'll never go to Burari Park as we got proof that it's an open jail. Delhi Police told Uttarakhand Farmer Association President that they'll take them to Jantar Mantar but instead locked them at Burari Park."

He added, "Instead of going to open jail in Burari, we've decided that we will gherao Delhi by blocking 5 main entry points to Delhi. We've got 4 months ration with us, so nothing to worry. Our Operations Committee will decide everything."

The Times of India also quoted farmer union leaders as saying that talks (on the contentious farm laws) have been "futile so far".

According to the report, Phul further said, "We've decided that we won't allow any political party leader to speak on our stage, be it Congress, BJP, AAP or other parties. Our committee will allow other organisations, who are supporting us, to speak if they follow our rules."

 

With many roads and entry points being blocked after three consecutive days of a sit-in protest, Union home minister Amit Shah on Saturday addressed the issue and asked the farmers to shift to the Burari ground. He added that the Centre was "ready to hold discussions" with them as soon as they move to the designated place.

A delegation of the farmers has been invited for a discussion on 3 December, he said, adding that now that some of their unions have demanded that talks be held immediately, the central government is ready to do so as soon as the protesters shift to the ground in Burari.

Thousands of farmers continued their protest against the Centre's farm laws on Sunday, after camping overnight at Delhi's Singhu and Tikri borders.

The number of protesting farmers doubled on Saturday as more joined from states like Punjab, Haryana, Uttar Pradesh, Madhya Pradesh, and Rajasthan. Around 500 organisations are part of the protest at Delhi's borders.

"There is a crucial meeting today to decide future course of action. We will stay put till then and decide accordingly. In any situation, we will not call off the protest till our demands are met," Brij Singh, one of the farmers at Singhu border had told PTI on Sunday morning.

"We will discuss on how to engage in talks with the Centre. We are ready for talks with the centre only if they invite us for the same," Ruldu Singh, state president of Punjab Kisan Union was quoted as saying by NDTV.

 

Despite Shah's appeal to move to the designated ground on Saturday, farmers decided to stay put at the Singhu and Tikri borders, demanding to be allowed to protest at Jantar Mantar or to gather at the Ramlila ground instead.

NDTV quoted a farm leader as saying, "We will not move from here (Singhu Border) and continue our fight. Burari protest ground is more like a jail. Thousands of farmers have come from Punjab and Haryana to join the protest. We will not return home."

"Protests happen at Ramlila ground, then why should we go to Nirankari Bhawan, a private facility? We will stay put here today," Bharatiya Kisan Union spokesperson Rakesh Tikait was quoted as saying by ANI.

However, Punjab chief minister Amarinder Singh, who has extended support to the protesting farmers since before the 'Delhi Chalo' march began, urged the farmers to accept Shah's appeal to shift to the designated place of protest.

He also termed Shah's offer to hold discussions at the earliest, as the "best in the interest of the farming community" and the nation at large.

The farmers have come prepared for a long haul, their vehicles loaded with rations, utensils, quilts and blankets for the cold and equipped with even charging points for their phones.

After a restive Friday that saw police using teargas shells, water cannons and multi-layer barriers to block the protesters and some farmers pelting stones and breaking barricades in their determination to push through as part of their 'Delhi Chalo' march, Saturday was quiet.

But the tension persisted with restless crowds milling around the city's edges and beyond and settling down from another night out in the cold.

Though there was no clear roadmap, the farmers belonging to multiple groups, appeared clear in their resolve, some saying that they would not disperse till the laws were repealed and others that would ensure their voices are heard, PTI reported.

Amid the nationwide farmer protests, Prime Minister Narendra Modi on Sunday said that agriculture reforms "have not only freed farmers from various shackles but have also bestowed on them new rights and opportunities".

Addressing his monthly Mann Ki Baat radio programme, Modi said the recent agriculture reforms have begun mitigating the troubles of farmers in a short span of time as he cited the example of a Maharashtra farmer who used the provisions of the new laws to get the money promised to him by a trader.

"Since ages, these demands of farmers which at one point of time or the other all political parties had promised to them, have now been fulfilled. After deep deliberations, Parliament recently passed farm reform laws," he said.

"These reforms have not only freed the farmers from various shackles, but have also given them new rights and opportunities. In such a short span of time, these rights have started reducing the problems of farmers," he said.

His remarks come at a time when thousands of farmers, mostly from Punjab, have dug in their heels at Delhi's border points and hundreds have gathered at the city's Burari ground, united in their determination to hold protests against the new farm laws.

Gujarat govt asks manufacturers to keep 50% of oxygen equipment units for medical use

Ahmedabad: Amid a fresh rise in COVID-19 cases in Gujarat, the state health department has again directed oxygen production units to keep 50 percent of their production for medical use so that it could be easily made available to hospitals treating coronavirus patients.
The state health department on 10 September also issued a similar notification.

In its new order dated 26 November, issued under various sections of the Epidemic Diseases Act and the Disaster Management Act, the department has directed oxygen production units to keep their production uninterrupted and at their maximum production capacity.

The units have been directed to produce 50 percent oxygen for medical use, to be supplied to hospitals in Gujarat, and divert the remaining for industrial use.

The units have also been asked to give priority to supply oxygen to hospitals as compared to industries, in case the need arises. The order remains in operation till 31 December, said the notification.

A similar notification issued in September was effective for a month, and was not revised as the number of COVID-19 cases at that time came down.

Gujarat Food and Drug Control Administration Commissioner HG Koshiya earlier said the demand for medical oxygen reduced in October as compared to September. The oxygen consumption stood at 135 ton per day in October, compared to 240 tons per day in September, he said.

This happened during the period when the number of COVID-19 cases witnessed a decline in the state. However, in the recent weeks, the state has seen a new surge of COVID-19 cases, which has led to an increase in the use of medical oxygen in hospitals treating such patients.
The state reported 1,598 new coronavirus cases on Saturday, taking the tally to 2,06,714, as per official figures.
